During this reporting period, there were no peer-to-peer technical assistance requests received or recommended by BJA. With travel restrictions relaxed mid-reporting period, BJA prioritized the renewal and relaunch of the on-site Fundamentals of Task Force Operations Training. Peer-to-peer TA updates and completions will be included in future reporting periods. For cost savings, virtual peer exchanges may also be considered as online virtual platforms have been integrated into IIR’s core operations.

"The CenTF website includes task force-related TTA offerings, both on-site and online, and a wealth of field-related resources. The CenTF website continues to be maintained and monitored by the IIR team.

"IIR ensures that, within the Leadership lesson of the 2-day Fundamentals of Task Force Operations Training in-person curriculum, is instruction on the importance of data collection, as well as the value of performance measures to determine and demonstrate the effectives of the task force in addressing and reducing crime. Instruction further includes guidance on setting performance objectives, identifying key performance indicators, and an explanation of how performance measurement is used to develop task force strategies, goals, and objectives.

"In this reporting period, the development of quarterly reports for BJA were renewed. The first quarterly report provided to BJA covered the time period of January 1 to March 31, 2022, during which no travel or onsite trainings occurred.

"During this reporting period, the Fundamentals of Task Force Operations Training curriculum, which is taught in person by law enforcement trainers with task force expertise, was expanded to add specialized content regarding serving safer warrants, drawn from Serving Warrants: A Safer Path Forward, developed by BJA’s VALOR Program. In addition, to the six lessons contained in the 2-day course, IIR also worked to develop a seventh lesson for this onsite delivery—a 90-minute specialized lesson on the topic of Constitutional Policing.

The Baltimore PSP site requested to visit the Milwaukee Police Department for a peer-to-peer exchange to see first-hand their criminal intelligence process for the social network analysis of shooting review subject. The Anchorage PSP Site also sought out Milwaukee PD to view how they conduct fatal and non-fatal shooting investigations, intel gathering and analysis. This peer to peer group event hosted key personnel from both sites to cover those topics collectively.

The Fairfax County, Virginia, Police Department’s Public Information Office (PIO) hosted an on-site peer exchange for Amarillo, Texas; Baltimore, Maryland; Charleston, South Carolina; Cleveland, Ohio; Louisville, Kentucky; Phoenix, Arizona; and Richmond, Virginia. The PIO of Fairfax provided information to the sites on agency branding, strategic communication planning, successful PIO structures, social media, critical incidents, and how their office works on messaging with their victim services division.
