As noted in Objective 1:

NSI Indicator Review Project—During this reporting period, IIR staff met with representatives from START and NCITE on bi-weekly meetings, as well as with DHS staff at monthly status meetings. START and NCITE provided their draft reports to IIR in mid-November 2023, which were reviewed by IIR staff in December 2023. Feedback will be provided to START and NCITE in the next reporting period, January 2024.

Intelligence Summit Task Teams – During this reporting period, IIR continued managing the CICC’s six Intelligence Summit Focus Area Task Teams.

This included:
• Scheduling task team meetings
• Taking meeting notes
• Working with task team chairs and co-chairs to produce a set of task team recommendations for submission to DHS, the CICC, the Global Advisory Committee (GAC), and BJA.

Held as one of six bi-monthly virtual meetings. The Criminal Intelligence Coordinating Council (CICC), a group under the Global Justice Information Sharing Initiative (Global), supports the development and promotion of resources for local, state, tribal, and territorial law enforcement and homeland security agencies in their efforts to gather and share criminal intelligence to better serve and protect communities nationwide.

On December 7, 2023, BJA hosted the first meeting of the newly formed BJA SLATT Advisory Board. The BJA senior policy advisor welcomed the members and provided a historical overview of the SLATT program. He remarked on the role of the board to advise and assist in identifying needs and gaps in the field to inform SLATT training and resources, noting that the board will meet quarterly (virtually) to scope and review SLATT training curricula, to discuss emerging terrorism-related issues, and to identify training needs.

On December 12, 2023, members of the SLATT and START teams met (virtually) to identify topics and to undertake initial scoping of a series of emerging technology publications. It is anticipated that the first publication will provide a broad overview of emerging technologies, followed by a series of sub-publications that will address specific technologies through a scenario-based/use case approach that will be relevant to law enforcement and criminal justice practitioners.

On December 13, 2023, the SLATT team hosted a webinar titled, Threat Assessment Threat Management Overview for Law Enforcement Executives. Prior to delivery, members of the SLATT team developed and broadly disseminated an electronic training flyer to promote the webinar and to enable registration.
