The City of Manchester NH is requesting assistance with the implementation and
evaluation of their Hot Spots Policing model and Crime Analysis Unit. The department is
short staffed, with only two crime analysts, one of whom is on temporary assignment, for
a department size that projects to require three full time analysts. In addition to the
evaluation of their existing work, the Crime Analysis Unit would like an assessment on
how to optimize their department to get maximum value out of their limited personnel.

We are currently in the process of implementing Intelligence led policing agency wide. We recognize that the implementation of any new organizational concept requires a careful and timely plan. In order to fully develop our plan and assist in implementing ILP we have to analyze our current level of analytical capability. We would like to identify and leverage our existing intelligence resources and avoid duplication of efforts. We are seeking the assistance of BJA’s quality technical assistance/training to help us accomplish this goal.

The City of Miami Gardens requests assistance regarding its violent crime problem. We are aware of a program run by the Los Angeles Police Department called Operation LASER/Smart Policing. We have read a Spotlight document on the Smart Policing website about the program and think it is a good fit for our city. We have reduced overall crime in the City of Miami Gardens in 6 years by over 40% but still are faced with the crisis of increasing violence and youth on youth homicides.

GLT needs to develop a wellness-based strategic and comprehensive justice system, built upon the strength of individual components and bringing together our young Public Safety Department (established 2011) and Tribal Court (established 2010) with our more mature Health and Human Services (HHS) Department. Each of the three departments, Public Safety, the Court and HHS serves very specific needs of our citizens; yet there is not a mechanism in place to coordinate services.

In April, the York County District Attorney's Office created an Intelligence Analyst position. Over the past six months, the analyst has attended a few trainings on technology and privacy issues, but has not attended a dedicated training for a civilian analyst. We are looking to acquire training that would help provide our office and our local law enforcement officers with additional benefits while hoping to jump-start our intelligence program simultaneously.
