In essence, I need help with finding what our problems are, and then finding the hardware, software, and training so that we can effectively allocate our manpower.

We are a resort town of 6,000 permanent population, which borders a Tribal Reservation. The tribal territory reaches into the Town of Taos in what is described as the "Exterior boundary" of the pueblo.
Milestones are an element, activity, work product, or key task associated with completing the TTA (e.g. kick-off meeting, collect data from stake holders, deliver initial data analysis).
