This was a four-hour keynote presentation at a regional conference by NW3C attended by 200 persons. The presentation was attended live by law enforcement personnel for rural, underserved, and native American communities. The content provided participants with fast, flexible, adaptive, and attainable solutions to wearable device evidence in both indoor and outdoor crime scenes.

July -December 2022: TTA will include:
o Implementing training and corresponding resources related to challenging prior convictions as a basis for impeachment.
o Connecting WSOPD with Professors Anna Roberts and Julia Simon-Kerr who have written extensively on the limitations of the use of prior convictions as a basis for challenging witness credibility.
Report is largely complete and currently meeting to design training for Washington state's criminal legal system stakeholders.

This training provides investigative techniques, legal strategies, case studies, and forensic research from Purdue University and the National White-Collar Crime Center concerning how to understand, collect, interpret, and explain wearable fitness device evidence in legal proceedings. This includes medicolegal issues in violent crimes investigations, such as time of death, cause of death, and relevant vital signs.

During this reporting period, IIR hosted a webinar, titled “San Diego Elder Justice Task Force (EJTF): Combating Elder Scams with Local and Federal Collaboration” on October 27, 2022. This webinar was widely promoted and received 87 registrations and 72 attendees. It featured members of the EJTF, including the San Diego County District Attorney’s Office and the Federal Bureau of Investigation (FBI). The Law Enforcement/First Responder Diversion and Referral Mentoring Initiative provides communities interested in starting diversion or referral programs the opportunity to learn from established or innovative programs that have shown success in meeting the treatment needs of individuals with a substance use disorder, and in some cases an overdose. Seven sites have been chosen to act as mentors for newer programs that are trying to establish a first responder diversion program.

Ashland, Alabama requested information about Problem--Oriented Policing (POP). The Rural VCRI provided Ashland Police Department with 5 resources about Problem-Oriented Policing to help department develop methods on implementation. Michigan State University, School of Criminal Justice (MSU) received the 2018 award for Category 1 Project Safe Neighborhoods (PSN) Training and Technical Assistance (TTA) provider. MSU will work with CNA (Category 2) and NCVC (Category 3) throughout the grant period to provide assistance to the national PSN program, BJA, OLP, EOUSA and any other entity requesting assistance implementing PSN strategies. Efforts initiated or completed during fifth reporting period of the National PSN Category 1 award for MSU are included in this milestone.

This Law Enforcement Leadership Community of Practice (LELCoP) Roundtable session was held on October 19, 2021 from 3:00 p.m. to 4:00 p.m., ET, and was moderated by Chief (Retired) Sylvia Moir. Chief Moir welcomed everyone to the session and introduced the topic of consent decrees and constitutional policing. The session specifically focused on feedback from the PSP Webinar, Perspective on Consent Decrees and Constitutional Policing, that was held on September 21, 2021.
