Counter - Terrorism and Domestic Preparedness

On July 20, 2023, members of the SLATT team delivered a hybrid lesson from the Detect and Interdict: Specialized Roles in Uncovering and Preventing Terrorism (DISRUPT) course titled, Terrorist and Violent Extremist Attacks on Infrastructure, as a component of the Bureau of Land Reclamation, Regional Special Agent In-service Training, hosted in Helena, Montana. The training consisted of an overview of domestic terrorism (DT), current threats to infrastructure, an overview of the SLATT Program, and a roundtable discussion.

On July 19, 2023, a SLATT subject-matter expert delivered an in-person lesson from the Prevent and Respond: Officer Training to Effectively Counter Terrorism (PROTECT) course to members of the Federal Bureau of Investigation, Riverside Joint Terrorism Task Force, at their quarterly meeting hosted at the Menifee Police Department in Menifee, California.

The process for creating SLATT accounts resulted in the creation of 107 new user accounts.

The SLATT monthly partner planning meeting was held on July 6, 2023 (at 2-2:30 pm ET). Monthly meetings are convened to discuss current initiatives and progress toward completing SLATT tasks.

The SLATT team addressed approximately 56 inquiries received from users submitting questions or requests using the “Contact Us” button on the slatt.org website. Inquiries related to SLATT training, resources, webinars, publications, login issues, website access, and general questions.

The BJA senior policy advisor and a member of the SLATT team attended and conducted stakeholder outreach at the 2023 National Sheriff’s Association (NSA) Annual Conference, hosted on June 26 – 29, 2023, in Grand Rapids, Michigan. Approximately 750 NSA and partner agency representatives attended the conference. An NSA event-specific half card was developed and distributed during the conference to provide attendees with SLATT Program information and a QR code that links to the SLATT website and relevant resources.

The process for creating SLATT accounts resulted in the creation of 64 new user accounts in June 2023.

Fusion Center Exchange: During the January to June 2023 reporting period, the onsite exchange was held on January 17-18, 2023, between the MSACI and OCIAC. Following the completion of the exchange, MSAIC Interim Director, Todd Frier, completed the Fusion Center Exchange Program Workbook. IIR reviewed the workbook, met with Mr. Frier, and developed a summary which was provided to DHS, along with the completed workbook.

As noted in Objective 1:
• NSI Indicator Review Project—During this reporting period, IIR finalized contracts with NCITE and START, hosted kick-off calls with the team, and began hosting biweekly status calls. In June 2023, NCITE and START began their research efforts. More activity will be reported in the next reporting period.
