The three-day NIEM Technical Training curriculum is designed for developers and practitioners in the field to provide the information needed to enable them to build applications using NIEM and use it effectively. . The Client is requesting technology assistance from the BJA/IJIS Institute TA program to address and focus on the following areas:
• Identify integral components of an overall integration strategic plan and implementation roadmap.
• Perform a limited assessment of the current systems within the domain agencies of Lake County and the state of Illinois.
• Provide advice and guidance on how the U.S. Department of Justice (DOJ) Global Information Sharing Toolkit standards can be best used to ensure reusable solutions over custom or proprietary interfaces.

Responding to the recognized need to measure effectiveness and efficiency of justice programs, a Global Performance Reference Model Task Team (PRM TT) is being assembled to develop guidelines, tools, and models for design, development, and implementation of performance measures, specifically for cross-boundary justice programs and initiatives. This task team’s outcome will be a series of free, easily accessible products housed in the Global Information Sharing Toolkit and geared toward a range of users, from executive decision makers to technology implementers.

IIR supports the efforts of the Bureau of Justice Assistance’s (BJA) Justice Information Sharing (JIS) Training and Technical Assistance Committee (JTTAC) through the planning, agenda development, hosting, and action item follow-up of standing bi-monthly conference calls.

During the January – June 2016 reporting period, IIR staff worked closely with BJA, Global, and CICC leadership to determine the ongoing and new priorities for Global and the CICC. Significant discussions to advance these decisions occurred during the Spring 2016 GESC Strategic Planning Session, held May 18-9 at the Office of Justice Programs offices.

RAND conducted the third in-person meeting of the Criminal Justice Technology Forecasting Group, to include facilitating, dynamically capturing and analyzing the discussion and findings, and providing logistics and administrative support. The purpose of this meeting was to broadly survey inter-related technological, social, and political trends with the greatest impacts on criminal justice, discuss what the impacts are and will likely be in the near future (2-5 years), and develop potential responses.

IIR provides staffing to the National Motor Vehicle Title Information System (NMVTIS) federal leaders and Advisory Board activities. NMVTIS, supported by the Bureau of Justice Assistance (BJA) is designed to protect consumers from fraud and unsafe vehicles and to keep stolen vehicles from being resold. NMVTIS is also a tool that assists states and law enforcement in deterring and preventing title fraud and other crimes.
