IIR provides staffing to the National Motor Vehicle Title Information System (NMVTIS) federal leaders and Advisory Board activities. NMVTIS, supported by the Bureau of Justice Assistance (BJA) is designed to protect consumers from fraud and unsafe vehicles and to keep stolen vehicles from being resold. NMVTIS is also a tool that assists states and law enforcement in deterring and preventing title fraud and other crimes. To ensure advancement of informed decisions regarding the operation of the program BJA convenes a NMVTIS Advisory Board consisting of representation from all of the stakeholder communities affected by the program-states, consumers, insurance carriers, auto recyclers, junk and salvage yards, and law enforcement agencies. The objective of the NMVTIS Advisory Board is to provide input and recommendations to BJA and the Office of Justice Programs (OJP) regarding the operations and administration of NMVTIS. The group meets face-to-face once per year. To support these events, IIR staff members maintain regular contact with the NMVTIS leaders and Designated Federal Official to ensure the meetings are adequately prepared for, including arrangement of meeting logistics, development of meeting agendas, follow-up of assignments and action items from previous meetings, notification to membership of meeting logistics and agenda items to be discussed, invitation of presenters and honored guests facilitation of the meetings, documentation of meeting proceedings, and processing of reimbursements. In 2015, the NMVTIS Advisory Board met on February 24 at the OJP office building. The agenda included NMVTIS-associated briefings, including reports on the Civil Enforcement Program and Law Enforcement Access Tool; Strategic, Operational, and financial Updates by representatives from the American Association of Motor Vehicle Administrators; and reports from the NMVTIS Awareness and Compliance Subcommittee. Per FACA guidelines, the meeting was open to observers and, as such, also contained an opportunity for observers’ comments.
