IACP will develop and conduct a strengths, weaknesses, opportunities, and threats (SWOT) analysis to identify TTA needs for each task force. The SWOT analysis will be conducted using electronic surveying and phone interviews. Based on the outcome of the assessments, in consultation with BJA, IACP will develop/enhance/refine training for delivery to the ECM task forces.

IACP and Aequitas staff attended this convening of human trafficking SMEs, hosted by the Police Executive Research Forum (PERF). Jane Anderson of Aequitas gave several informative remarks at the event, which was held for the purpose of informing PERF's publication in development for its "Critical Issues in Policing" series. Post-event, Jane also provided information to PERF staff that clarified and corrected some inaccurate information that had been provided by other participants during the forum.

Jane Anderson of Aequitas conducted TA consultation with the Denver DA's office regarding data collection, technology, and law enforcement response to HT, specifically regarding case management.

The Heart of Texas HTTF (based in Waco, McLennan Co., TX) has requested technical assistance and training on investigating and prosecuting cases in which the victims decline to participate as witnesses. The primary contact for this TA request, Susan Peters (director of the primary VSP) has stated that they have struggled with this a bit, particularly on the prosecution side, which is consistent with observations made during the site visit conducted in April 2019.

At Utah’s request, they would like to discuss and receive more guidance from BJA and OVC about use of funds to support task force LE operations. They specifically wanted clarification about using ECM funding to conduct sting operations and reverse sting operations that target sex workers/buyers.

Effective Strategies to Investigate and Prosecute Labor Trafficking in the United States (Sept 2019)

This two-and-a-half-day training, sponsored by the International Association of Chiefs of Police and AEquitas: The Prosecutors’ Resource on Violence Against Women and funded by the Bureau of Justice Assistance (BJA), is designed to prepare participants to identify, investigate, and prosecute labor trafficking crimes.

This course will enable investigators and prosecutors to proactively identify victims of labor trafficking and effectively investigate and prosecute offenders using best practices and a trauma-centered approach.

In-person workshop at IACP 2019 Conference on "Effective Approaches to Combatting Human Trafficking": Promising practices demonstrate that human trafficking is best addressed with a multi-disciplinary, collaborative approach combining the efforts of local, state, and federal law enforcement, prosecutors, victim services providers, and other key stakeholders. This workshop will illustrate the benefits of applying these practices to address both forced labor and sex trafficking at the local level, through frontline examples of successes of these critical partnerships.
