Recognizing the overlap between behavioral health (mental health and substance use disorders) and the criminal justice system, State Administering Agencies (SAAs) are increasingly looking to support programs and initiatives related to behavioral health and crisis response. In the early 2000s, Dr. Mark Munetz and Dr. Patricia A. Griffin along with Dr. Henry J. Steadman of Policy Research Associates, Inc. developed the Sequential Intercept Model (SIM).

Project Kickoff: This FTP hosted its project kickoff call via Zoom on 03/18/24. The faculty for the audit team was present, as were facility staff that would be involved in the hosting process. We discussed future communications, expectations, and a general overview of the FTP and its requirements. Agenda items included communications, the Pre-Audit Questionnaire, auditor assignments, and logistics.

Objective 4: Establish core competencies and standards for developing hiring materials and resources for CAs and DOC leadership to assist in hiring qualified analysts and for trainings CAs in software tools, key methodological topics, and data sharing.   In March, CSG Justice Center staff continued developing courses, such as data quality, with the goal of gathering feedback prior to the summer conference. Additionally, CSG Justice Center staff drafted the first lesson for the Virtual Academy program, which is an introduction to R.

Objective 7: Develop trainings, resources, and communities of practice to implement standards.   In March, CSG Justice Center staff continued organizing the Virtual Academy Summer Conference for August 2024. Additionally, CSG Justice Center staff spoke with both Correctional Leaders Association (CLA) and the American Correctional Association (ACA) staff to discuss possibly hosting the conference during the ACA conference.

Objective 2: Technology Development Technical Assistance On April 11, Recidiviz and CSG Justice Center staff received feedback on the proposal and budget narrative and made changes to address BJA’s feedback. The document was then sent to WADOC for review. Recidiviz also met with WADOC counsel to discuss contract provisions.

Objective 1:Â Individualized Technical Assistance to Grantees In April, CSG Justice Center staff continued to meet with WADOC to discuss programmatic work. WADOC reported the removal of the director of Spokane Regional Domestic Violence Center, the agency proposing the legislation. WADOC and CSG Justice Center staff are actively discussing contingency plans for WADOC to propose the legislation in the instance that Spokane Regional cannot. In their review of the reentry process, WADOC identified needs of participants that must be established before their release.

Objective 1:Â Individualized Technical Assistance to Grantees In April, TX TDCJ had to delay the start date of their program to May 1, 2024, due to staff having to take the required facilitator T4T course on April 15. The 12-week Anger Management on Parole virtual course is currently scheduled to meet once a week and has 47 qualified participants who completed the interview process who are now registered and have received the required curriculum. Enrollment in the first cohort is closed, so all new referrals received will be for the next cohort.

Objective 2: Technology Development Technical Assistance Recidiviz and the CSG Justice Center spent the month of April adjusting the scope of the project to align with the constraints and capacity of TDCJ Parole IT. Â Director Collier gave the green light to proceed with next steps.Â

Objective 2: Technology Development Technical Assistance Recidiviz presented the tool to PADOC leadership for feedback and approval and continues to refine the tool through UXR with trusted testers and the incorporation of real data. PADOC leadership is supportive of the tool and is eager to see it move forward.

Objective 1: Individualized Technical Assistance to Grantees On April 9, PA DOC successfully presented to 40 conference attendees on the Intensive Community Supervision (ICS) program at the Pennsylvania Commission on Crime and Delinquency Criminal Justice Advisory Board Conference. The presentation contained embedded video testimonies from current program participants, annuitant case managers, and parole agents discussing the effect the ICS programs have had on them. PA DOC reported that they have hired the case manager at the Pittsburgh Office, and all new staff began on April 15.
