Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In March, CSG Justice Center staff facilitated two working group meetings with the selected members from each delivery system. During the first working group meeting on March 9, 2023, members continued the discussion on incentives and sanctions to establish the framework for the statewide incentives/sanctions grid.

Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process.Update: In February, CSG Justice Center staff facilitated one working group meeting with the selected members from each delivery system. Members continued an exercise from the previous meeting reviewing the CSG Justice Center’s Phase I administrative recommendations while mapping current administrative policies for each delivery system. Existing policies on incentives and sanctions were emphasized.

Update: In January, CSG Justice Center staff facilitated two working group meetings with the selected members from each delivery system. In the introductory meeting on January 6, 2023, CSG Justice Center staff discussed the administrative recommendations from Phase I assessment reports in relation to the current policies of each delivery system.

1/4/23: Meeting of the CSTS Data Committee to discuss data related to the collection of racial and ethnic demographic data for individuals on supervision.
1/6/23: Introductory CSG/MN Working Group Meeting to establish key topics for the group to approach going forward, i.e., incentives grid, compliance credits, risk/needs assessment tools, establishing standards and definitions for improving supervision practices.
1/6/23: Meeting of the Transforming ISR group to discuss the group’s charter, deliverables, and goals of ISR.

· 10/25: Call with (Al Godfrey, Director of Field Services, DOC), Carli Stark (Policy Analyst, Association of Minnesota Counties), and Mike Schommer (Director of Probation, Otter Tail County) to discuss formation of the supervision standards working group.

Update: In December, CSG Justice Center staff facilitated an introductory meeting with the last remaining supervision delivery system (DOC) to discuss the purpose and plan for the working group. CSG Justice Center staff compiled an implementation work plan for tracking the working group’s progress and finalized an internal and external agenda in preparation for the first meeting.

Update: In November, CSG Justice Center staff solicited recommendations for who will represent each delivery system on the working group. Each delivery system delegated three members to represent their respective agency. CSG Justice Center staff organized and facilitated introductory meetings with each delivery system in preparation for establishing the purpose and plan for the collective working group.

2. 9/14 – Meeting with Al Godfrey (Director of Field Services, DOC) and Jake McLellan (Field Services District Supervisor, DOC) to discuss upcoming ISR working group meeting.

3. 9/22 – ISR working group meeting to discuss next steps for changes to ISR practices and policies.

Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: No update; technical assistance in Minnesota ended in May.
Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.
