Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In March, CSG Justice Center staff facilitated two working group meetings with the selected members from each delivery system. During the first working group meeting on March 9, 2023, members continued the discussion on incentives and sanctions to establish the framework for the statewide incentives/sanctions grid. Several members expressed strong interest in starting with building a philosophy for future use, i.e., guiding principles. Appropriating dosage (tailoring incentives/sanctions to risk level) was a recurring important theme that members also heavily agreed upon. In addition, members expressed interest in establishing a way to track the use of incentives/sanctions, preferably incorporating the framework into their CSTS component. Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems. Update: CSG Justice Center staff attended the March CSTS data committee meeting on March 1, 2023. During the meeting, committee members continued the discussion on reviewing the current draft of Minnesota Supervision Statewide Outcomes. In addition to the full committee meeting, CSG Justice Center staff also attended a subcommittee meeting on March 10, 2023, in which the group continued the discussion on the list of statewide outcomes in relation to data reporting. Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Update: In March, CSG Justice Center staff attended a meeting of the ISR group and provided feedback and guidance to its members as they discussed and recommended changes to ISR. During this month’s meeting on March 27, 2023, the members of the ISR group focused on updates relevant to their phase I work, a possible implementation of a communication plan for supervision purposes, the use of collaborative case planning, and the efficacy of electronic monitoring of supervision clientele.
