During this reporting period, four PREA investigators completed specialized training. The team reviewed two PREA investigations and provided feedback on the content, supporting evidentiary documents, interviews, and the investigator's summary. The team discussed PREA Standards 115.331, 115.363, and 115.367.

The coach reviewed and revised implementation goals and timeline to be consistent with budget. All grant strategies do not fit into the budget since estimates were confirmed for the jail management system, updated computers/monitors, additional cameras, and attendance at the PREA Coordinators Conference in July. An email was sent to the Sheriff, Chief, Acting Facility Administrators, Lt. Colonel, PREA Coordinator and Grant Administrator to review and approve. The PC salary and two-day PREA Specialized Investigations Conference exceed available grant funds.

The PREA policies have been updated and approved. PREA posters are in all facilities and housing units. The PREA hotlines (reporting and support services) have been set up. The agency will purchase opposite gender announcement decals.

The PC will compile PREA data and provide the sheriff with a 2023 PREA report for publication on the website. Coaches will provide examples of PREA reports from other agencies.

The grant coordinator reported having difficulties submitting the PMT report. The grant extension date for FYI 2022 was not updated in the system. The coach sent the grant coordinator contact information for BJA/PMT to resolve the issue.
Human Resources continues to work on the job description for the PREA Accountability position.

The grant coordinator reported having difficulties submitting the PMT report. The grant extension date for FY2021 was not updated in the system. The grant coordinator reported that the GAM request for FY2021 was rejected. The coach sent the grant coordinator contact information for BJA/PMT to resolve the issue.
The grantee reported they are hoping to open the bidding process soon to get some quotes for camera equipment. The PC reported they need more servers to add more cameras, which may cause a delay.

The grantee is completed PREA audits at all agency facilities.

The grant coordinator reported that the GAM request for FY2020 was rejected.
The PC would like to spend the remaining FY2020 funds on additional training. The PC was reminded the training would have to be PREA-related. The coach provided several PREA training recommendations.

Some of the funds were used for camera wiring at one facility.

Two (2) staff will attend the National PREA Coordinator Working Group's Conference July 23-25, 2024.

The PRC'S PREA education videos (English, Spanish, closed captions) were added to all inmate tablets by Viapath. The PREA Compliance Manager (PCM) was trained in how to download videos on the tablets.

The PREA Investigation coordinated response plan was revised and disseminated.

In-person PREA staff training continues for newly hired employees. Computer-based refresher PREA training is offered to all staff annually.

The policy update is on hold to ensure all new procedures are included in the revision. The organizational chart is being updated.

During the first quarter 2024, an on-site visit was conducted on January 23-25, 2024. During the visit, the coaches met the new PREA Coordinator (PC) and provided general guidance about PREA compliance. Intake and classification staff met with coaches to discuss, review, and revise the PREA risk assessment/30-day re-assessment forms, and MH referral process. The PREA risk assessment/reassessment process and basic framework for data collection (LEP/LGBTI/disabled) related to the PREA risk assessment was developed.

The Puerto Rico Department of Corrections and Rehabilitation (PRDCR) started this period with a lot of enthusiasm, but engagement dwindled down during the second half of the quarter. The grantee and JDI coaches met with their new grant manager for a really productive conversation about their budget modification and next steps for their project. PRDCR's proposed changes were approved, but the agency must now apply for a NCE in order to achieve their project goals.

Ohio DYS plans to apply for a no cost extension. This is because they will not have used all of their funds creating the video and plan to update signage. They are still working on the video project and are making progress. They had hoped to start filming in June, but this was delayed slightly. They are working on a production schedule and hope to complete the video within 60 days.

The coach has no concerns about the site completing their grant. With a NCE they will be able to use all of their funds. They have been very efficient with their use of funds which is to be commended.
