A Captain in charge of training at the Summit County Sheriff?s Office in North Canton, Ohio has been charged with providing a two-hour block of instruction to officers during in-service training to address effective de-escalation techniques when responding to people with mental illnesses and people with intellectual or developmental disabilities who are in crisis. The Captain requested assistance in creating this content. The Serving Safely team has connected the agency with our partner The Arc to identify resources for content development.

The Director of the Institute for Police, Mental Health & Community Collaboration in Rochester, New York is responsible for coordinating some of the Crisis Intervention Team (CIT) training provided to law enforcement agencies in New York that receive state grants. The director has a need to train some of the CIT trainers in conducting crisis scenarios, which are an integral part of CIT training. The Office of Criminal Justice for the city of Philadelphia, PA is exploring whether to implement a Co-Responder model in their city. Philadelphia, PA Police Department has had a Crisis Intervention Team response for over a decade and is interested in expanding their program responses. In collaboration with the Council of State Governments, the Serving Safely program provided an overview of co-responder models and example policies and practice documents from the Law Enforcement Mental Health Learning Sites.

The CIT Utah organization in Utah is responsible for providing training to all of the state?s CIT officers. The CIT Utah leadership recognizes the importance of training their dispatchers to identify calls involving someone in a mental health crisis so they may appropriately dispatch responding officers. The site requested dispatch training provided by the Crisis Intervention Team International (CITI) organization, which is a program partner. The dispatcher training will be held at Salt Lake Airport Training and Activity Center on February 14, 2019.

The California Institute of Behavioral Health Solutions is responsible for providing training and technical assistance to that part of the state?s CIT programs. The Institute recognizes the importance of training CIT Coordinators in their role to develop training, maintain collaborations and provide guidance to CIT officers. The CIT program at the Dayton, OH Police Department is responding repeatedly to a person with an intellectual disability who is suicidal and is struggling to marshal resources to help this person remain safe in the community. The coordinator requested assistance with identifying resources to enable the person to receive assistance, reduce his self-harm and reduce calls to the police. The Serving Safely team is connecting the department with Disability Rights Ohio to explore avenues to better care.

The Jail Diversion Supervisor at the Riverwood Center in Benton Harbor, MI is responsible for coordinating some of the Crisis Intervention Team (CIT) training provided to law enforcement agencies in that area of Michigan. The supervisor has a need to train some of the CIT trainers in conducting crisis scenarios, which are an integral part of CIT training. The New York State Attorney General?s Office in New York is responsible for prosecuting all cases of police in custody deaths and, in many of their cases, a person with a mental illness is the victim. The site has requested information and a day-long training about innovative programs that aim to improve the law enforcement and prosecutorial response to people with mental illnesses and people with intellectual or developmental disabilities. The Serving Safely Initiative is developing the requested one-day training and will deliver it when scheduling is complete.

The Georgia Public Safety Training Center in Georgia is responsible for providing training to all of the state?s CIT officers. The state?s advisory board recognizes the importance of training their dispatchers to identify calls involving someone in a mental health crisis so they may appropriately dispatch responding officers. The site requested dispatch training provided by the Crisis Intervention Team International (CITI) organization, which is a program partner. The dispatcher training was held at the Training Center on January 17, 2019.
