Six-year-old JonBenet Ramsey was murdered in her Colorado home on Christmas Day in 1996. This presentation will first provide an overview of the publicly available evidence and identify investigative challenges with this unsolved case. Then the presenter, an experienced former federal prosecutor who was not involved in the investigation, will describe the present and emerging high technology and digital evidence that might be available if the same crime happened in 2023.

This presentation will describe the present and emerging high technology and digital evidence that can further an investigation and prosecution. It will explore new ways to investigate and prosecute cases using a new functional approach to high technology and digital evidence. This will include discussions of cell phone tracking, IoT evidence, DNA, open-source intelligence, smart homes, smartphones, geolocation, and other potential sources of evidence.

Virtual Course: During this reporting period progress was made on the development of the virtual Fundamentals of Task Force Operations training. Once BJA approved, each of the module storyboards were converted into videos and underwent several review phases.

During this reporting period, there were no peer-to-peer technical assistance requests received or recommended by BJA. For cost savings, virtual peer exchanges may also be considered as online virtual platforms have been integrated into IIR’s core operations.

IIR ensures that there is, within the Leadership lesson of the Fundamentals of Task Force Operations Training curriculum, instruction on the importance of data collection, as well as the value of performance measures to determine and demonstrate the effectives of the task force in addressing and reducing crime. Instruction further includes guidance on setting performance objectives, identifying key performance indicators, and an explanation of how performance measurement is used to develop task force strategies, goals, and objectives.

Two quarterly reports, for periods October 1 to December 31, 2023, and January 1 to March 31, 2024, were provided to BJA during the reporting period and included details regarding the development of the virtual course and the podcast series. The report also detailed the number of certificates of completion earned for the four online training offerings.
