JSS convened over 20 Advisory Board meetings with existing members and added additional experts from the research field and prosecution field. The Advisory Board assisted JSS with policy guidance and undertook three main projects during this reporting period – 1) the creation of a policy guideline for Tribal law enforcement agencies; 2) continued one-on-one outreach to build collaborations with tribal police agencies and their chiefs; and 3) the completion and dissemination of videos to explain BWCs and law enforcement.

JSS is developing training curriculums for Training: 101 for SRTBWCs, Training: Using Videos for Training, and Training: Video Release. Once developed, these trainings will be provided in person on-site, as train-the-trainer curriculums and in online formats.

To deliver information in quick, focused and modern methods, JSS is producing 3 to 10 minute videos on key topics of interest to the micro-grantees, such as policy development, public release of BWC videos, etc.

As the prime, JSS is responsible for closing out the micro-grants with each of the funded law enforcement agencies. The close out process involves reviewing the submitted materials, ensuring that the awarded funds have been liquidates, confirming that the match required was provided, reviewing all reporting to ensure that it is completed and that project was implemented as proposed; and conducting an exit interview.

The Department of Justice updated the requirements for EEOP reporting. As the prime, JSS is working with all of the subrecipients and micro-grantees to ensure that the EEOP reporting is completed appropriately.

The SRTBWC Plan for Outreach to Underserved/ Rural Communities/ Indian Country outlines a systematic strategy to engage, learn and address the TTA needs of law enforcement agencies in Underserved Rural Communities and Indian Country through targeted TTA.

As part of project, JSS works with micro-grantees to receive request for funds based on invoices for BWCs and supports. JSS reviews the materials for accuracy and completeness, work with the micro-grantee to resolve questions and processes the payments.

JSS operates a help desk with access through phone and email for small, rural and tribal agencies to request assistance with the micro-grant and the implementation of their body worn camera program.

Through this activity, JSS supports the micro-grantees to develop a comprehensive body worn camera program with the use of federal funds. JSS ensures that all requirements and regulations are adhered to and that the program is comprehensive in nature.
