Intelligence Summit Task Teams—During this reporting period, IIR continued managing the CICC’s six Intelligence Summit Focus Area Task Teams. Below is a list of task team activity during this reporting period.
The Beverly Hills Police Department hosted three personnel from the Vallejo Police Department October 22, 2024, to learn about its Real Time Crime Center (RTCC). The day began with an overview and discussion regarding the history, technology, funding, and staffing of the RTCC. The attendees also learned about the workflow, the use of drones as first responders, and public perception. The afternoon included a presentation and review of case studies, success stories, and a question-and-answer period. The day concluded with a tour of the Beverly Hills RTCC.
The NRTAC team helped facilitate a peer-to-peer engagement between the Jackson, (MS) Police Department (JPD) and the Chattanooga (TN) Police Department (CPD) CGICs, during which CPD gave JPD an all-encompassing site tour. The purpose of the site visit was to give the JPD CGIC an in-depth understanding of the strategies and resources implemented by the CPD CGIC to effectively employ the CGIC model and procedures to improve clearance rates.
ATF hosted an in person meeting with the local Northern California NIBIN sites. The purpose of this meeting was to bring these agencies together to highlight the importance of NIBIN, NESS, and eTrace. The meeting was attended by lab personnel, evidence technicians, investigators, and law enforcement executives. The BJA, alongside the NRTAC team was invited to attend to discuss available TTA to CGIC sites in the region. The BJA and the NRTAC team also used this opportunity to make in-person site visits to some of the local CGIC grantee sites in California.
BJA requested the presence and participation of the NRTAC team at the IACP 2024 Annual Conference held from October 19-22 in Boston, Massachusetts. This four-day event featured training, networking opportunities, and educational workshops on various topics important to law enforcement and the work of NRTAC. The NRTAC was invited to participate in a BJA TTA roundtable on the fourth day. Mr. Alan Hughes from the National Policing Institute (NPI) represented the NRTAC in the roundtable, which highlighted the various TTA resources NTTAC can provide to agencies throughout the country.
NRTAC member Alan Hughes and NRTAC subject matter expert Kevin Armbruster visited the Wichita, Kansas, CGIC. There, they engaged with Wichita Police Department (WPD) Chief Joseph Sullivan and his CGIC executive leadership team and advocated for the sustainability of the Wichita CGIC program beyond the BJA local-CGIC grant period of performance set to end in Fiscal Year 2024.
The NRTAC team planned and arranged for BJA Deputy Director Ruby Qazilbash and BJA Senior Policy Advisor Tammy Brown to visit the Wilmington, Delaware, CGIC. NRTAC member Humberto Cardounel and NRTAC subject matter expert Greg Carlin joined BJA on their visit. The purpose of the site visit was to allow BJA Deputy Director Qazilbash to visit a well-functioning CGIC to better understand the CGIC workflow and the role of NRTAC in supporting the implementation of the CGIC model in BJA-funded jurisdictions.
