There were 58 officers killed in traffic-related incidents in 2021, compared to 42 during the same period last year—a 38 percent increase. Nearly 50 percent of these incidents were stuck-by fatalities. Efforts to improve safety can often be hampered by individual decision-making that has been negatively influenced by organizational culture. Even officers who otherwise engage in safe behaviors may sometimes choose to overlook safety violations committed by their peers. A strong organizational safety culture, with an emphasis on peer-to-peer accountability, is critical to maximizing officer safety. The Peer Accountability for Law Enforcement Safety (P.A.L.S.) model is one simple way officers can strengthen peer-to-peer accountability for safe operations.

Alarmingly, this increase was driven in part by a 100% increase in struck-by fatalities, with 28 officers killed – the highest ever recorded (NLEOMF, 2022). Reducing injuries and fatalities from officer-involved collisions and struck-by incidents must be a top priority for all law enforcement professionals in 2022 to reverse these sobering trends.

WA-W requested a follow-up TTA to help implement the recommendations from the Victim Services Assessment that was conducted in early 2021. The first TTa support that was agreed to support was to connect with Kyndra Simmons, who has implemented numerous intervention and prevention programs with Youth Alive. NCVC and WA-W put together several objectives for this TTA support.
