IIR provided logistical support and coordination for a representative from Los Angeles County Sheriff's Department - Compton Station along with the VRN Strategic Site Liaison and VRN - CNA Analyst to visit the Oakland and Richmond Police Departments. IIR also reimbursed travel for the individual from LASD. The purpose of this trip was to identify violence reduction efforts in Oakland and Richmond that can be replicated, as appropriate, to enhance violence reduction efforts in Compton.

The purpose of this project is twofold: first, to develop three different law enforcement agency models for a robust crime analysis capability, and second, to develop a toolkit of resources that will be made available nationwide to assist law enforcement agencies in improving their crime analysis capabilities. Each site is being awarded a subgrant to develop its capability and to assist in the development of the toolbox. This call was held to introduce each project to the other projects as well as to the BJA team that will be participating in the development of the toolkit.

This Crime Analysis Capability Project Meeting included an overview of the project goals, definitions of practice-based evidence and evidence-based research, the definition of the toolkit for this initiative, a presentation and discussion of the logic models prepared by the selected sites, examples of implementation plans, confirmation of project direction and implementation plans for the sites, a discussion of process mapping methodology, a discussion of the overall toolkit components, and planning of next steps.

During the July – December 2014 reporting period, IIR staff and a Subject Matter Expert evaluated the submissions of RFP’s distributed in the prior reporting period and with BJA review, one submission was selected for each of the three categories (midsized agency, one award to an agency with regional partnerships that may include a fusion center, and one award to an agency that operates a real-time crime center): Cleveland PD; Tempe PD and Charlotte-Mecklenburg PD. IIR is currently working with the three sites to finalize agreements and contracts.

1 Introduction
This provides background and details on a methodology developed at the U.S. Naval Research Laboratory
(NRL). This methodology has shown applicability to modeling criminal events and will be demonstrated to
the Detroit Police Department (DPD) using their crime events to evaluate the technology. Finally, the technology
will be tested in an operational use case.

Introduction
