The RSAT programs at the Florence McClure Women’s Correctional, STARS (Sisters Together Achieving Recovery and Sobriety) and New Light, are two of five therapeutic community RSAT programs offered within the Nevada Department of Corrections. STARS and New Light are co-located in House 9 of the facility, constituting a specialized 120-bed intensive residential substance use disorder (SUD) program.

The Santa Cruz Sheriff's Office (SCSO) RSAT program at Blaine Street Women’s Facility provides a gender-responsive substance use treatment and reentry program. The facility offers all three FDA approved medications for opioid use disorder as part of a medication-assisted treatment (MAT) program. The program was designed to better address the needs of an increasing number of incarcerated women with serious, chronic substance use disorder (SUD), the high rate of SUD in Santa Cruz County, and the percentage of incarcerated women who have complex barriers to successful reentry.

On January 14, 2021, the U.S. Department of Justice, Civil Rights Division and the U.S. Attorney’s Office for the District of New Jersey announced the results of an investigation of the Cumberland County Jail. The investigation looked at potential violations of the Eighth and 14th Amendments of the Constitution due to failure to screen for or provide adequate treatment to individuals at risk of self-harm and suicide.

This webinar will explore the overlaps in substance use disorder and suicide in correctional settings. It will look at recent trends in suicide deaths in both jails and prisons and how they may be tied to substance use disorder. Dr. Andrew Klein will present case studies of suicide prevention efforts in both jails and prisons through substance use disorder treatment. SCI Greene is a maximum-security prison with a population of 1,683 males. SCI Greene is part of the state DOC’s pioneering MAT program offering oral and injectable buprenorphine (Sublocade). Clinical staff has found transitioning individuals from oral Suboxone to monthly injectable Sublocade effective for both medical and security staff, cost management, with limited adverse and many positive effects for MAT participants.

This webinar will examine the U.S. Department of Justice’s investigation of the Cumberland County Jail in Bridgeton, NJ which was conducted pursuant to the Civil Rights of Institutionalized Persons Act (CRIPA). The investigation focused on whether the CCJ complies with its obligations under the Constitution by taking adequate measures to provide mental health care and to prevent inmate suicides. These types of investigations were severely curtailed during the Trump Administration but are expected to increase during the Biden Administration.

This webinar will focus on the principles of the Medication-First model (individuals with OUD receive treatment as quickly as possible; maintenance pharmacotherapy is delivered without arbitrary tapering or time limits; individualized psychosocial services are continually offered but not required; and pharmacotherapy is discontinued if it is worsening the individual’s condition), and an open discussion on promoting equity in MOUD treatment opportunities, as well as, special considerations for those with criminal legal system involvement.
