As noted in Objective 1., IIR continued engagement with and participation from NTER Program representatives in the vetting of the CAD/SAR query guide. As this award closes August 31, 2022, IIR also met with NTER representatives during this reporting period to discuss new NTER projects that will be addressed and reported under award number 2020-D6-BX-K001.

Technical Assistance to the Boston Regional Intelligence Center (BRIC)

In October 2021, DHS I&A requested IIR provide technical assistance to the BRIC by reviewing a series of policies and procedures, assisting the BRIC with conducting a privacy impact assessment on an information technology system, and evaluating a recent surveillance technology ordinance.

IIR provided coordination, facilitation, and logistical planning for the conference calls and on-site privacy impact assessment for the BRIC policy review project noted in Objective 1.

During January and February of 2021, IIR coordinated with stakeholders from the Boston Regional Intelligence Center and the New York Police Department to adjudicate the final round of input on the Best Practices Resource Guide for the CAD/SAR Query Process. On March 12, 2021, this guide was submitted to the DHS National Threat Evaluation Reporting Program Office for review and approval, as well as guidance on next steps involving input and standardization recommendations from the IJIS Institute.

In early January 2021, IIR provided support to the NFCA P/CL Subcommittee by assisting with the development and implementation of a data call focusing on P/CL officer experience on the job, training in the area of P/CRCL, status of updates to the P/CRCL policy and adoption of technology related policies, and identification of priorities in the area of P/CRCL protection. This was an after-action item resulting from the NFCA Virtual Conference, held on December 9 and 16, 2020.
