Rape is not part of the penalty. These words echo the intent of the Prison Rape Elimination Act ? that no matter what crime someone may have committed, sexual abuse is not acceptable. In the 20 years since the passage of the landmark PREA legislation, many practitioners, advocates, and survivors have worked to implement the law and end this public health crisis.
