The recently published third edition of Law Enforcement Intelligence – A Guide for State, Local, and Tribal Law Enforcement Agencies (Law Enforcement Intelligence Guide) aims to spark a policy-oriented discussion of current initiatives, national standards, and best practices for law enforcement agencies aiming to enhance intelligence capabilities. The guide builds upon the previous two editions by describing changes in intelligence practices in the context emerging threats and criminal extremism beyond international terrorism.

The School Safety task team was developed through a recommendation from the Attorney General to develop common data elements to assist with multi-disciplinary threat assessment teams. Prior to the December 3-4 in-person meeting, this task team had 3 conference calls to prepare for the meeting. During the in-person meeting, the team brainstormed and developed a draft paper which included data elements as well as the executive summary.

The CI/IT Committee brings together representatives from various criminal intelligence information technology organizations to share best practices, discuss new technology, and identify operational gaps between the two groups in order to improve support to law enforcement and homeland security partners. The committee is focused on identifying ways to merge technology and criminal intelligence to better protect and strengthen infrastructure and coordinate operational issues.

The International Public Safety Association Symposium was held on September 18-19, 2019 in Alexandria, Virginia. This event gathered individuals throughout state, local, and federal public safety network to discuss new warnings and alerts in an effort to develop a joint response to all incidents. Presentations including information on natural and man-made disasters and how best to respond.

The Midwest Criminal Justice Association meeting was to examine criminal justice and criminology through the lens of intersectionality. Law enforcement agencies must sometimes respond to unexpected and harmful deviations from their intended goals—arresting the wrong suspect, causing injury or damage during a police pursuit, shooting unarmed suspects, or other events considered organizational accidents. This conference examined the issues faced by law enforcement in these situations.

Rap Sheet Summary Group (RSSG) was approved to bring 6 or 7 subject experts together for a small in-person drafting session to discuss the proposed rap sheet summary data elements that resulted from a survey of law enforcement respondents. The RSSG’s focus was to recommend the data elements (ex. crimes, offenses, and other data fields) as the initial/standard set to be filtered from criminal history records into a one page summary report. In June 2019, the survey results were analyzed, and a draft report of the recommended data elements developed and vetted through the RSSG.

Subject experts met to discuss the new Global and CICC priority to begin efforts to identify common data elements of school violence threat assessments to lay the foundation for the School Safety Task Team’s kickoff and to frame the issues for consideration.

The goal of the Intelligence Summit is to identify gaps, areas for improvement, and successes of state, local, and federal members of the intelligence community to continue improving intelligence sharing efforts nationwide.

The purpose of the fall GESC planning meeting was for Bureau of Justice Assistance program officials and Global Executive Steering Committee members to review and scope the 2019 Global priorities, identify task team leadership and subject experts, and discuss Global business.

The IAI Lecture: Funded Dawn Diedrich, Georgia Bureau of Investigation, and Chair of the former Global Face Recognition Policy Development Task Team, to travel to the IAI conference and participate in a facial recognition panel. Ms. Diedrich, on behalf of Global outreach, provided a presentation on the Global Face Recognition Policy Development Template, released early in 2018
