The purpose of this technical assistance delivery was to bring together two fusion centers with a facilitator to help them discuss their analytic capabilities and share best practices and lessons learned in order to further enhance each center's analytic capabilities.

During this grant reporting period, the various sector-specific SAR HSP training CDs were distributed to accommodate those agencies that could not view the training videos online because of connectivity or other identified issues. In total, 40 sector-specific SAR HSP training CDs have been distributed during the grant reporting period to various agencies, including fusion centers, governmental agencies, and private sector agencies.

The SAR Technical Assistance service is a facilitated on-site delivery designed to assist fusion center officials with enhancing their fusion center’s SAR processes in the areas of analysis and outreach. Included in this assistance are the following: Review of the NSI work flow process. Review of the ISE Functional Standard for sharing SAR information. Review of fusion center policy for the receipt and dissemination of SAR. Review of fusion center workflow for vetting of SAR. Hands-on utilization of the SAR Data Repository.

The Nationwide SAR Initiative (NSI) Team Meeting was held to discuss strategic efforts for 2015.

This effort includes management of the FLO point-of-contact list, coordination and support of quarterly teleconference calls, assistance with agenda development, identification of and communication with presenters, and preparation of teleconference discussions and action items.

Ensuring that SARs are properly reviewed and vetted is critical to promoting the integrity of information submitted; protecting citizens’ privacy, civil rights, and civil liberties; and successfully implementing the SAR process. The SAR Analytic Role Training focuses on the evaluation of SARs to identify behaviors that may be associated with pre-incident terrorism planning and the process for sharing terrorism-related SARs nationwide.
