During the reporting period, Georgia Criminal Justice Coordinating Council developed the intake training into the final stages. Other trainings are in the process of being converted into an e-learning format. A consultant is following up with the audited sites to revise the PREA Compliance Manager Handbook. A draft was completed and is under review. Some adjustments are needed to the language that was more specific to secure facilities, rather than residential settings. The PREA Coordinator is completing the schedule for 2025 audits.

PRC Staff member Teresa Stroud and Director Dana Shoenberg presented in-person training to members of the Council of Juvenile Justice Administrators (CJJA) Summer Business meeting. The meeting is primarily attended by Executive Directors of state Juvenile Justice agencies (or their designee), and Chief Juvenile Probation Officers from locally operated juvenile agencies. The training for this meeting was focused on Staffing Plans. The PRC had a co-presenter, the Chief Juvenile Probation Officer from Bexar County, TX, Jill Mata.

PRC staff member Maren Arbach presented to the CJJA PREA Committee, "You Get What You Inspect". Arbach is a dual-certified auditor and former state correctional agency PREA Coordinator. Arbach provided training on how to monitor a facility for ongoing compliance with the standards by organizing required documentation, use of checklists to ensure ongoing compliance, and tips on monitoring compliance with specific standards to ensure consistent compliance with standards.

PRC staff Teresa Stroud and Director Dana Shoenberg delivered in-person training to a group of new directors and superintendents at the Council of Juvenile Justice Administrators (CJJA) sponsored by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) in Riveria Beach, Florida on September 11, 2024. The training was titled Sexual Safety in Confinement, Opportunities for Leadership.

During this reporting period, the investigator was onboarded. The PC and the new investigator completed TMG's juvenile investigator training in May. A new PREA Compliance Manager for one of the facilities is being trained.

The GAM was not completed to move funds to increase Caliente Youth Center's camera system. The team is waiting on the exact dollar amount for the project before proceeding. A contract is pending execution with the selected vendor to enhance the camera system. A Scope of Work was completed for the camera upgrade. A GAM will be completed.

The agency still has not received grant funds. There are significant challenges with the project management office to receive the grant funds to update the camera system. The agency will need to complete a budget modification and obtain new quotes as their current quotes are outdated. The agency is considering opting out of the grant due to not receiving funds. They report receiving requests to submit duplicate information. They report the information has been submitted in previous years.

During this review period, the grantee had five PREA certification audits completed; and one is pending. The coach advised the team of the updated information on NCE received from BJA. The grantee plans to file a request by July 30, 2024, for a one-year no-cost extension.

During this reporting period, four PREA investigators completed specialized training. The team reviewed two PREA investigations and provided feedback on the content, supporting evidentiary documents, interviews, and the investigator's summary. The team discussed PREA Standards 115.331, 115.363, and 115.367.

During this reporting period the Nevada Division of Child and Family services discussed the timeline for closing the grant on September 30, 2023. The team also discussed the possibility of obtaining an NCE. The coaches expressed concern about submitting a third NCE request due to the continued lack of progress on overall grant activities. The coaches also reviewed information provided by the agency for a borough-based confinement facility attached to a medical center and provided the agency with guidance.
