The College Park City-University Partnership, consisting of three municipalities and the University of Maryland, requested a Crime Prevention Through Environmental Design (CPTED) analysis of a popular bicycle/pedestrian trail. The Virginia Center for Policing Innovation (VCPI) was selected to fulfill the request and provided a complete CPTED analysis of the Rhode Island Avenue Trolley Trail in Spring 2017. VCPI delivered the report to the College Park City-University Partnership in June 2017, and presented the results in-person in College Park, Maryland in July 2017.

Description of the Problem

Provide public safety officials in three municipalities and at the University of Maryland with technical assistance to complete a Crime Prevention through Environmental Design (CPTED) analysis of a popular bicycle/pedestrian trail - the Rhode Island Avenue Trolley Trail - which connects these communities.
Public Safety officials in three municipalities and the University of Maryland are seeking assistance for CPTED analysis of a popular bicycle/pedestrian trail – the Rhode Island Avenue Trolley Trail – that connects the heart of three municipalities, the University of Maryland campus, commercial centers, neighborhoods, trails and current and future rail stations. While segments of the trail are open, the missing link on the trail (a third of a mile gap) will open in the spring/summer of 2017. When this segment opens, the trail will be a major pedestrian and cyclist thoroughfare. With over $1 billion of redevelopment and the addition of thousands more housing units, hundreds of thousands more square feet of commercial space, and growing numbers of visitors, our corridor is experiencing a positive transformation. We want to encourage greater walking and cycling and ensure that this trail – which will serve as the main north/south route for pedestrians and cyclists – will be a model of safety from the outset. If travelers feel comfortable when the entire length of trail is finally open, it will result in the trail usage we seek. If it is not perceived as safe, or if we have safety problems, it will set back our efforts at creating a walkable, bikeable community.

How do you anticipate that the requested assistance will address the problems?
We anticipate that the requested assistance will help three municipalities and the University of Maryland create a safe bicycle and pedestrian experience on the nearly five mile trail that connects commercial centers and neighborhoods, two Metro rail stations, three Commuter Rail stations and two future light rail stops. The trail is a major north-south route for cyclists and pedestrians in the Baltimore Avenue corridor to access the University of Maryland, with a daytime on-campus population of nearly 50,000, including 25,000 undergraduate students, 11,000 graduate students, and 10,000 faculty and staff.

Crime Prevention through Environmental Design analysis on this critical bike/pedestrian corridor will assess the trail for recommended changes that would help reduce risk for crime and increase protective factors. The analysis will help provide our local communities a sense of what the needs through an evidence-based process for assessing risk.
