The Harford County Sheriff's Office is currently seeking to conduct a needs assessment of its crime analysis and criminal intelligence gathering capabilities. Currently, we are experiencing gaps in the services that the units are able to provide. The areas we seek to address in this assessment are in the capabilities of the personnel and the technology available to provide an accurate and effective product.
Personnel
Personnel in the unit must have a specific skill set and be able to recognize the crime trends and intelligence needs of the entire agency. To address these needs, the personnel assigned to the units must be capable of recognizing developments in criminal activity and the likelihood of those events escalating and/or dispersing to other areas. This specific skill set is one that can be learned and developed through effective training.
The crime analysis system is currently bifurcated and consists of an intelligence and analysis unit for law enforcement and a crime analysis unit for corrections. We are asking an assessment of the capabilities of the various personnel in the units to address those needs listed above. We are seeking assistance in identifying the gaps we currently have in workmanship and the means through which we can alleviate those gaps. The needs assessment would provide the agency a method to adjust anticipated outcomes and deliverables. We are asking that the assessment be completed through workshops with agency members, guidance on future direction of the respective units, and the facilitation of process improvement to address the effectiveness and efficiency of all intelligence and analysis units in the agency.
Technology
Currently the law enforcement and corrections units utilize ArcGIS 10.1 and Microsoft Office products. In addition, the law enforcement unit also utilizes the ATAC system from Bair Analytics. The personnel in the units need to be proficient in the use the software and the software needs to be cutting edge.
As stated above, we are asking that the assessment be completed to determine the capability of not only the software package, but also of the personnel using the package. We seek to determine if the software packages we have are sufficient to meet our anticipated needs and if the personnel we have in the units are adequately trained to utilize the software.
