The City of Stockton is implementing the Operation Ceasefire strategy to reduce homicides and shootings. Operation Ceasefire is a violence reduction prevention/intervention strategy that is part of the comprehensive violence reduction strategies of several cities including Chicago, Cincinnati, Newark, NJ, New Orleans, High Point, NC, Detroit and several California cities-Modesto, Salinas, Oakland, and Sacramento. With the assistance of the California Partnership for Safe Communities and in partnership with federal, state and local law enforcement; community based organizations and service providers and the faith-based community, the Stockton Police Department will identify the most violent individuals and groups in the city. With direct and respectful communication, 10-20 individuals will meet with leaders from law enforcement, community based organizations, and the clergy. Law enforcement officials outline the exposure these individuals might face if they continue with their violent activity. CBO's and service providers offer alternatives to this violent lifestyle. The community also sends a message that the violence is not tolerable nor acceptable and the faith-based community gives hope and a positive message regarding lifestyle changes. With this funding assistance, Stockton will provide the faith-based community training on night walks. Night walks are focused on the identified target areas with the most violent crime. In partnership with law enforcement and the community, the faith based members walk and interact with area residents connecting with them and forming trusting relationships. This also works to heal police/community relations in areas identified as having a high level of violence. One of the noted experts in the field is Pastor Jeff Brown from Boston's Ten-Point Coalition. With his assistance, we would like to provide training in the area of night walks, most likely in at least two separate workshop setting.

How do you anticipate that the requested assistance will address the problems?
The assistance will fund travel expenses and associated costs to retain Pastor Jeff Brown's services for training our local clergy and congregations. Pastor Brown is a recognized leader and trainer in this field and his name recognition locally would greatly assist us in maintaining the momentum we have for Operation Ceasefire. The message is violence reduction, not ministering or religious in nature, so the training is specific on how to conduct the night walks in this manner.

Faith based training specific to the Operation Ceasefire model piloted in Boston. Rev. Jeff Brown of Boston's Ten-Point Coalition would provide training to the faith-based community on peace walks and high risk individual mentoring.

2.6.13: Sent e-mail to Daniela Gilbert from California Partnership for Safe Communities with a CC to Chief Jones to set up an assessment call for this week, also sent her assessment form and asked her to fill it out. Sent e-mail to Diagnostic Center to keep them in the loop in regard to request. Ms. Gilbert had conflicts for scheduling a call for this week, so the call is set up for Monday, February 11th at 1:00pm EST. Received e-mail from Stockton on 2.11.13 stating that they would like to re-schedule assessment call for 2.20-2.22. Responded with alternate dates that are sooner than this as I will be in Texas on those dates and unsure of my availability. Sent e-mail to Ms. Gilbert on 2.26.13 requesting a time for a conference call this week. Sent an e-mail to Ms. Gilbert on 3.8.13 informing her that I would be closing this request if I didn't not receive the completed TA assessment form and hold a conference call by Friday March 15th. Received e-mail from Daniela Gilbert with completed assessment form attached. She stated that Kevin Hatano would be in contact with me soon to set up a time for a conference call next week. Had call with Kevin Hatano on 3.12.13. Waiting on letter on letterhead and supporting data documents. Received all documents; moving TA forward on 3.20.13
