The South Carolina Board of Juvenile Parole was created by state statute in 1994 and became operational in January 1995. The Board consists of seven members who are appointed by the Governor and approved by the Senate. These members serve four year terms. Members meet monthly to consider cases for release or revocation. Each juvenile's case is reviewed at least quarterly, unless the commitment is for an offense designated as violent in state statute. Each juvenile is assigned a guideline range (range of months a juvenile may remain incarcerated) based on the history of adjudications and current offense(s). Other factors considered by the Board when rendering release decisions include but are not limited to: institutional behavior, community acceptance, history of adjudications, progress toward treatment goals, and appropriate placement. The Board considers the interests of the juvenile, while balancing the concerns of the victim, the community and society as a whole.
Our staff consists of a director, chief parole examiner, two parole examiners, chief hearing officer, victim assistance coordinator and an administrative coordinator. The Board’s staff are employees of the Board and are responsible to the Board both administratively and operationally. While the Board has administrative control over the funds allocated by the South Carolina State legislature, we are closely affiliated with the South Carolina Department of Juvenile Justice as they provide case information for juveniles being considered for parole. The Department of Juvenile Justice also supports the Board by providing resources related to fiscal management, personnel and training.

There appear to be few lay boards charged with making release decisions for incarcerated juveniles. Most of the research and training appears geared more to adult offenders and adult parole boards.

- General information regarding the request for TTA services, i.e., the who, what, where, when, and why.
- The organizational and/or community needs specific to the request for TTA services.
- The benefits or anticipated outcomes from the receipt of TTA services.
