Priority Area 1: Engage and educate Kansas stakeholders on Justice Reinvestment policies and legislation to promote oversight and sustainability. Update: In January, CSG Justice Center staff began drafting a KS Recovery from Addiction Funded Treatment (RAFT) training presentation in conjunction with the KSSC. The KSSC staff will present on the RAFT program, which is a JRI policy that allows for prosecutor diversion programs, while CSG Justice Center staff discuss the need for diversion in Kansas and effectiveness of diversion programs. In addition, CSG Justice Center staff continued to engage with key state stakeholders and agency leadership to discuss next steps and sustainability of JRI policies. Priority Area 2: Assist Kansas with monitoring progress, collecting data, and tracking outcomes associated with JRI policies. Update: In January, CSG Justice Center staff continued to work with agencies on data collection and analysis. CSG Justice Center staff had additional calls with KSSC to discuss the execution of a data use agreement to track preconviction diversion treatment completion and data measures to assess the effects of preconviction diversion treatment. The data use agreement enables CSG Justice Center staff to monitor the implementation of HB 2026, also known as the RAFT program. Priority Area 3: Improve the community supervision system by creating efficiencies, consistency, coordination, and collaboration between OJA, KDOC, and Community Corrections entities. Update: In January, the community supervision implementation group finalized a draft memorandum of understanding (MOU) to ensure that people on supervision do not have more than one active supervision officer. The MOU was reviewed by the OJA legal team and additional edits were shared with the group for a final review. The community supervision implementation group struggled to develop a plan for coordinated training, quality assurance, and continuous quality improvement due to the disjointed nature of community supervision in Kansas and a lack of official guidance on coordination between agencies and branches of government. However, the group is looking to coordinate a training presentation to implement the terms of the concurrent supervision MOU. Priority Area 4: Implement standardized general conditions of supervision and utilize a risk, need, responsivity (RNR) framework to select special conditions of supervision. Update: There are no updates. Priority Area 5: Engage with KDOC and KDADS to improve reentry and behavioral health services for people in the criminal justice system. Update: In partnership with Policy Research Associates (PRA), the Kansas Stepping Up Technical Assistance (TA) Center will host a southeastern regional Sequential Intercept Model (SIM) Mapping Summit, which will be offered to counties participating with the TA Center. This two-day event will be conducted in person on April 5 and 6, 2023, on the campus of Cowley County Community College in the Brown Center. The SIM training for the southeastern region is funded by KDADS due to the success of the June 2022 western regional SIM training funded through JRI work and policy recommendations in Kansas. New Insights: Democratic Governor Laura Kelly announced new staff changes within her administration. Zach Vincent will now serve as deputy director for legislative affairs overseeing policy, legislative affairs, and stakeholder engagement on early childhood, childcare, KÐ12, higher education, and public safety portfolios. Dominique Sanchez previously oversaw the public safety portfolio. Dominique Sanchez will now serve as deputy director for policy overseeing the health and human services portfolio, which includes Medicaid, public health, foster care, SNAP, mental health, and other assistance programs. Additionally, Conor Eubanks is joining the governorÕs office as deputy director of legislative affairs overseeing legislative relationships and engagement with lobbyists, stakeholders, and agency staff.
