Priority Area 1: Engage and educate Kansas stakeholders on Justice Reinvestment policies and legislation to promote oversight and sustainability. Update: Three bills relating to JRI policy recommendations have been introduced in the Kansas legislature; however, they are all still in their respective committees and have not moved to a floor vote. Currently, there is a focus on juvenile policy, so momentum for adult-related legislation has stalled. The bills are designed to expand early discharge opportunities for people on probation, increase good time credits for people in prison, and allow people with a felony drug conviction to receive benefits under the food assistance program. Priority Area 2: Assist Kansas with monitoring progress, collecting data, and tracking outcomes associated with JRI policies. Update: In February, CSG Justice Center staff continued working with the KSSC, KDOC, OJA, and the PRB on data collection and analysis. Due to KDOC staffing shortages and not being able to get accurate data from the new case management database, there has been a limited amount of data available for CSG Justice Center staff to monitor. There’s been an ongoing conversation with KDOC and their research team to meet with CSG Justice Center staff to discuss what data metrics are feasible to obtain with the persistent challenges, but communication has stalled. Priority Area 3: Improve the community supervision system by creating efficiencies, consistency, coordination, and collaboration between OJA, KDOC, and Community Corrections entities. Update: In February, CSG Justice Center staff monitored the MOU execution between OJA and KDOC and met with the community supervision implementation group to produce MOU-related training materials. CSG Justice Center staff created a training presentation for KS supervision agencies to use to train their staff on the new MOU requirements for transferring supervision. Additionally, CSG Justice Center staff explored ways for community supervision systems in Kansas to continue collaborating to streamline inefficiencies. Priority Area 4: Implement standardized general conditions of supervision and utilize a risk, need, responsivity (RNR) framework to select special conditions of supervision. Update: There are no updates this month. The recommendations have not been introduced in the legislature. Priority Area 5: Engage with KDOC and KDADS to improve reentry and behavioral health services for people in the criminal justice system. Update: Policy Research Associates (PRA) and the Kansas Stepping Up Technical Assistance (TA) Center will host a southeastern regional Sequential Intercept Model (SIM) Mapping Summit, which will be offered to counties participating with the TA Center. This two-day event will be conducted in person on April 5 and 6, 2023, on the campus of Cowley County Community College in the Brown Center. This training is being funded by KDADS after the success of the SIM Summit in June 2022 funded through JRI technical assistance. In February, CSG Justice Center staff co-hosted two training opportunities with the KSSC. The training engaged and educated attorneys, community supervision staff, and treatment providers on the importance of diversion for people with behavioral health needs and helped promote the Recovery from Addiction Funded Treatment (RAFT) program, which is a drug use treatment program for certain people who have entered a prosecutor diversion program. The total number of attendees at both trainings was 124, with positive feedback from those in attendance.
