Priority Area 1: Engage and educate Kansas stakeholders on Justice Reinvestment policies and legislation to promote oversight and sustainability.
Update:
In November, CSG Justice Center staff presented to the Joint Committee on Corrections and Juvenile Justice Oversight in Topeka, Kansas. The presentation included a summary of Kansas’s JRI project, progress regarding implementation, and recommended next steps for sustainability.
Additionally, in November, CSG Justice Center staff met with stakeholders in Kansas during the on-site visit to receive additional feedback on implementation progress and needs within the state. Further, CSG Justice Center staff discussed ongoing technical assistance opportunities through March 2023.
Priority Area 2: Assist Kansas with monitoring progress, collecting data, and tracking outcomes associated with JRI policies.
Update:
In November, CSG Justice Center staff continued to work with the KSSC, KDOC, OJA, and the PRB on data collection and analysis. CSG Justice Center staff had additional calls with KSSC to discuss the execution of a data use agreement to track preconviction diversion treatment completion and data measures to assess the effects of preconviction diversion treatment.
CSG Justice Center staff also monitored subaward funds spent by KSSC. Subaward spending to further IT system upgrades for KDOC, the PRB, and OJA is forthcoming as agencies continue to experience data system upgrade challenges. In November, CSG Justice Center staff conducted additional finance training on subaward financial tracking for KDOC and OJA.
Priority Area 3: Improve the community supervision system by creating efficiencies, consistency, coordination, and collaboration between OJA, KDOC, and Community Corrections entities
Update:
In November, CSG Justice Center staff continued to support the community supervision implementation group by facilitating biweekly meetings with the support of CEPP through the end of 2022 to direct their efforts to implement policies. Additionally, CSG Justice Center staff worked with CEPP to create a training presentation to the PRB on early release recommendations for parole supervision.
CSG Justice Center staff also worked with Kansas stakeholders and the community supervision implementation group to support the work group’s examination of coordinated quality assurance (QA), continuous quality improvement (CQI), and training procedures.
In November, the community supervision implementation group met and finalized drafts of the memorandum of understanding (MOU) to ensure that people on supervision do not have more than one active supervision officer. The MOU was reviewed by the KDOC legal team and was sent to OJA legal for review. The community supervision implementation group struggled to develop a plan for coordinated training, quality assurance, and continuous quality improvement due to the disjointed nature of community supervision in Kansas and no official guidance on coordination between agencies and branches of government.
Priority Area 4: Implement standardized general conditions of supervision and utilize a risk, need, responsivity (RNR) framework to select special conditions of supervision.
Update:
In November, CSG Justice Center staff recommended to the Joint Committee on Corrections and Juvenile Justice Oversight committee that they adopt the standardized general conditions of supervision policy in an effort to continue JRI in the state.
In November, CSG Justice Center staff continued to support the community supervision implementation group by facilitating biweekly meetings with the support of CEPP to direct Kansas’s efforts to implement policies. Additionally, CSG Justice Center staff worked with CEPP to deliver a training to the PRB on early release recommendations for parole supervision for people who are compliant with conditions of supervision.
Priority Area 5: Engage with KDOC and KDADS to improve reentry and behavioral health services for people in the criminal justice system.
Update: In November, CSG Justice Center staff provided an update on implementation progress to the Joint Committee on Corrections and Juvenile Justice Oversight, which included progress made by KDOC and KDADS on the implementation of reentry and behavioral health policies.
New Insights:
• Democratic Governor Laura Kelly won reelection over Republican challenger Derek Schmidt who is the current Attorney General. Governor Kelly has backed bipartisan initiatives to address problems in the state, such as incarceration, reentry, and criminal justice reform, and remains an advocate for JRI in Kansas.
• Chief Justice Luckert won reelection and will remain in her role. In addition, Kansans voted to retain all of the other supreme court justices up for reelection.
