Recent research on brain development says that the most effective response to a young person’s behavior comes as close in time as possible to the behavior; however, delays in court processing have been documented for decades. When there is an extended period of time between an offense and a consequence, young people may not be able to connect the consequence to the event. The project is estimated to take 18 months to complete. It will produce a report, recommendations, and educational content such as webinar, providing a roadmap for state and local jurisdictions to use related to concepts around speedy trial.
July-December 2022: As follow-up to the October 2022 in-person meeting with Teri Deal, National Center for State Courts, NCJJ staff have begun looking into the data request procedures for states that may be able to provide criminal court data; this includes Alabama, Connecticut, District of Columbia, Kentucky, Missouri, Ohio, Rhode Island, South Dakota, Utah, Washington, and West Virginia.
January - June 2023: In this collaboration with NACDL, the project Confirmed experts for the remaining training modules (2-4) and scheduled the first development team meeting for April. NCSC will host three development team meetings to share ideas, troubleshoot challenges, and identify lived experts to participate in the online training. The tentative agendas for each development team meeting are below:
· April - team introductions, storyboard review, lived expert recommendations, and next steps w/ writing assignments
· May - review of presentation slides and interview questions, address challenges, next steps
· June - training on video recording and recommendations to produce the best video possible, schedule recording sessions
Update June-Dec. 2023: Met with staff from NCJJ to make further progress on the Exploration Phase. We received approval from NCJJ's IRB and drafted letters to send to the states to request data. Currently working with NACDL and NCJJ to ensure data security guidelines are upheld.
Update January - June 2024: NCSC met regularly with staff from NCJJ to monitor progress on the work plan. We adjusted the timing of the work plan to accommodate the data requests. All data requests for juvenile and adult data have been disseminated, and we are waiting for responses.
Update July-December: Met with NCJJ to discuss plan for data analysis. NCJJ has been processing and analyzing data this period and anticipates providing findings to NCSC in March 2025.
