• 7/1: Call with Commissioner (KDADS) to discuss the plan developed between the Stepping Up team and JRI team on how best to assist the state with behavioral health recommendations made by the 2020 KCJRC)
• 7/13: CSG Justice Center staff attended the first meeting of the Diversion Subcommittee created by the re-appointed KCJRC. 8 subcommittee members were in attendance as well as two additional attendees. The subcommittee discussed the selection of leadership for the subcommittee, the provisions of HB 2077 that are guiding their work over the coming months, and the next steps for the subcommittee.
• 7/14: CSG Justice Center staff attended the first meeting of the Research-Based Supervision Subcommittee of the re-appointed KCJRC. 4 subcommittee members were in attendance, and one additional attendee. The subcommittee discussed the selection of leadership for the subcommittee, the work that had been done in the previous year, topics that the committee should focus on, what challenges policy recommendations may face, and next steps.
• 7/14: Call with Professor of Law (University of Kansas School of Law) to introduce the CSG Justice Center Kansas Phase II team to Professor and discuss the priorities and challenges that they sees facing the subcommittees and the KCJRC as a whole.
• 7/15: Call with Chair (Kansas Prisoner Review Board) to introduce the CSG Justice Center Kansas Phase II team to them and discuss the priorities and challenges that he sees facing the subcommittees and the KCJRC as a whole. Discussed their interest in becoming an ad hoc member of different subcommittees.
• 7/15: CSG Justice Center staff attended the first meeting of the Race and the Criminal Justice System Subcommittee of the re-appointed KCJRC. Six subcommittee members were in attendance and nine additional attendees. The subcommittee discussed the selection of leadership for the subcommittee, the provisions of HB 2077 that are guiding their work over the coming months, and the next steps for the subcommittee.
• 7/16: CSG Justice Center staff attended the first meeting of the Concurrent Supervision Subcommittee of the re-appointed KCJRC. Three subcommittee members were in attendance and one additional attendee. The subcommittee discussed the goals of the subcommittee, the selections of leadership and additional ad hoc members for the subcommittee, supervision best practices, and how consolidation will be defined moving forward.

• 7/19: Call with Director of Trial Court Programs (Office of Judicial Administration) and Court Services Specialist (Office of Judicial Administration) to discuss how CSG Justice Center staff can work with the Office of Judicial Administration on judicial and court services engagement and the priorities of the Research-Based Supervision subcommittee.
• 7/19: CSG Justice Center staff attended the second meeting of the re-appointed KCJRC. 16 KCJRC members in were attendance. There were 12 additional attendees at the meeting. The KCJRC discussed approved meeting days and the Kansas Open Meetings Act, as well as subcommittee membership. Each subcommittee provided an update on their first meeting and the topics discussed, and CSG Justice Center staff described the subaward process and options that the state could consider submitting an application for.
• 7/21: Call with Representative (Retired, District 28) to introduce the CSG Justice Center Kansas Phase II team to Representative and discuss the priorities and challenges that she sees facing the implementation of policies passed under JRI and to gauge her interest in becoming an ad hoc member on the KCJRC.
• 7/21: Call with Representative (Retired, District 28) to discuss the subaward from BJA and how to maximize benefits for Kansas.
• 7/23: Call with Marysville Chief of Police (Marshall County) to discuss sentencing-related research in preparation for Sentencing and Proportionality Subcommittee meeting.
• 7/23: CSG Justice Center staff attended the first meeting of the Sentencing and Proportionality Subcommittee of the re-appointed KCJRC. 5 KCJRC members were in attendance. There were six additional attendees at the meeting. The Sentencing and Proportionality subcommittee discussed the work done previously and the current sentencing grids and how the data provided by the Kansas Sentencing Commission could assist them in identifying disparity. Finally, the subcommittee discussed next steps.
• 8/4: Call with Director (Riley County Community Corrections) to discuss the agenda for the first meeting of the Standardized Terms and Conditions and Effective Responses to Behavior Subcommittee of the re-appointed KCJRC.
• 8/5: Second meeting of the Research-based subcommittee. During this call the subcommittee discussed whether they wanted to pursue one or two types of early discharge, how people could earn early discharge, and heard examples of how correctional institutions are allowing incarcerated people to earn early discharge.
• 8/6: First meeting of the Standardized Conditions of Supervision subcommittee to discuss their charge from the KS legislature and review the work that was done during the initial appointment of the Commission.
• 8/9: The second meeting of the Concurrent Supervision Subcommittee to discuss the framework for districts to consider when making consolidation decisions for clients on dual supervision.
• 8/10: The second Diversion Subcommittee to discuss the current policy regarding diversion and what would need to be put in place to expand diversion. Additionally, the subcommittee discussed the necessity for tracking people who participate in a diversion program.
• 8/13: Call with Professor of Law (Washburn University) to discuss professor’s concerns with early discharge and how it may create disparity.
• 8/13: Call with Chief of Staff for the Senate President to discuss the Senate President’s questions regarding the Justice Reinvestment Initiative and what role the CSG Justice Center plays.
• 8/16: KCJRC members met for the third meeting of the KCJRC to allow for a representative from each of the subcommittees to update the full commission on their work. Additionally the commission discussed the final report and due dates for when subcommittees should have recommendations completed.
• 8/16: Call with Executive Director (Kansas Sentencing Commission). He requested a call after the KCJRC meeting to discuss an idea for subaward funding that could be used to support an initiative by KDADs to create a mobile competency and restoration unit that could travel to rural areas and people without mental health resources to help resolve the backlog of defendants who need competency evaluations. There is currently a 12–18-month backlog for those awaiting space at the state hospital for evaluation and/or placement. He also wanted to discuss how subaward funding could be applied to upgrading data systems in the state to digitize data entry.
• 8/19: The third meeting of the Race and Criminal Justice System Subcommittee to discuss and finalize topics that the subcommittee is interested in crafting recommendations on for the full commission.
• 8/24: Fourth meeting of the diversion subcommittee. The committee discussed the importance of formalizing pretrial diversion and how to improve tracking of admission to diversion programs.
• 8/25: Call with Professor of Law (Washburn University), Director (Riley County Community Corrections), and Deputy Secretary of Juvenile/Adult Community-Based Services (KDOC) to discuss the Kansas community supervision system, how the different agencies that provide supervision operate and interact with each other, and how concurrent supervision is currently handled.
• 8/26: Quarterly meeting of the Kansas Sentencing Commission to discuss the progress of the LS/CMI transition at KDOC, approval of the FY2022 prison population projections, legislative priorities update, and an update on the status of the Sentencing Commission.
• 8/31: Captain (Riley County police Department), Chief of Police (City of Hutchinson), Program Manager (Sedgewick County), and five others met to discuss KS CO-responder discussion group and listen to stakeholders that are involved in the day-to-day operations of co-responder programs. Topics discussed included lessons learned, how the state could provide greater support, and challenges programs have experienced.
• 9/1: Call with Chief Executive Officer (Valeo Behavioral Health Care) to discuss the direction and challenges facing the Diversion Subcommittee.

• 9/2: Third meeting of the Research-Based Supervision subcommittee. This subcommittee discussed what is best practice according to the research for supervision practice and in particular, earned good time and behavior management systems with people in the criminal justice system.
• 9/2: Call with Co-responder Team Leader (Johnson County), Director (Johnson County MHC), Sgt., Advanced Crisis Intervention Team (Johnson County), Executive Director (Adult Services, Wyandotte County), CIT Coordinator & CIT trainer (Kansas City, KS Police Department), Chief Executive Officer (Valeo Behavioral Health Care), Crisis Intake Clinician and CIT Coordinator (Valeo Behavioral Health Care), Lieutenant (Riley County PD), Crisis Director (Pawnee MHC) to discuss KS co-responder discussion group to listen to stakeholders that are involved in the day-to-day operations of co-responder programs on lessons learned, how the state could provide greater support, and challenges programs have experienced.
• 9/3: Second meeting of the standardized terms and conditions subcommittee where the subcommittee decided on an approach to creating a uniform set of standard conditions for supervision agencies in the state.
• 9/7: First focus group with Chief Court Services Officers discussing the challenges facing the supervision system in their districts and across the states.
• 9/7: Call with Second focus group with Chief Court Services Officers discussing the challenges facing the supervision system in their districts and across the states.
• 9/7: Call with Executive Director (Kansas Sentencing Commission) to discuss a possible subaward option that would bridge the gap between the Office of Judicial Administration and the Kansas Sentencing Commission databases to aid in better data collection and analyses.
• 9/8: Third focus groups with Chief Court Services officers and the Chief CSO Advisory Board to discuss the challenges facing the supervision system in their districts and across the states.
• 9/9: Call with Director (Riley County Community Corrections) to discuss the progress of the Supervision Conditions Subcommittee.
• 9/9: Call with Co-responder Team Leader (Johnson County), Director (Johnson County MHC), Sgt., Advanced Crisis Intervention Team (Johnson County), Executive Director (Adult Services, Wyandotte County), CIT Coordinator & CIT trainer (Kansas City, KS Police Department), Chief Executive Officer (Valeo Behavioral Health Care), Crisis Intake Clinician and CIT Coordinator (Valeo Behavioral Health Care), Lieutenant (Riley County PD), Crisis Director (Pawnee MHC) to discuss recommendations that co-responder program staff have for the Commission to address some of the challenges that face co-responder programs.
• 9/13: This meeting of the Dual Supervision Subcommittee included discussion of a formal name change, the benefits and detriments of consolidating supervision cases, and what metrics would state would need to consider for tracking the outcome of policy.
• 9/14: Meeting of the Diversion Subcommittee included discussion of pre-filing diversion and the ability of OJA to create a way for tracking diversion. It also included discussion of additional diversion program recommendations that could be made to the full commission.
• 9/15: KS Sentencing Commission Workshop. Discussed issues facing the state hospital and the impact on the criminal justice system, an overview of projections of prison population numbers over the coming years, and policy that the Sentencing Commission plans to support in the next legislative session.
• 9/15: Fourth focus group with Chief Court Services officers discussing the challenges facing the supervision system in their districts and across the states.
• 9/15: Fifth focus group with Chief Court Services officers discussing the challenges facing the supervision system in their districts and across the states.
• 9/17: This was a meeting with the Sentencing and Proportionality Subcommittee of the KCJRC. The members of the subcommittee discussed making recommendations on revising statutes that require people to register for certain registries based on convictions.
• 9/20: This was the monthly meeting of the full KCJRC. During this meeting each subcommittee chair provided an update on the progress and topics the subcommittees were discussing. Additionally, Chairman laid out his timeline for recommendations and the final report.
• 9/22: Call with Director of Research (KSSC) to discuss data monitoring, data systems currently being used by the Sentencing Commission, data limitations, and to plan for future meetings to discuss metrics.
• 9/23: Call with Court Services Specialist (OJA) to discuss the results of the focus groups and good time credit and the direction of the Research-Based Supervision Subcommittee.
• 9/27: This was the first focus group with the Directors of Community Corrections to discuss challenges facing the supervision system in the state and to elicit feedback on the topics being discussed by the supervision subcommittees.
• 9/27: This was the second focus group with the Directors of Community Corrections to discuss challenges facing the supervision system in the state and to elicit feedback on the topics being discussed by the supervision subcommittees.
• 9/27: This call was with the Dual Supervision Subcommittee. The discussion involved a verbal report on the progress of the focus groups being conducted with supervision staff and the beginning stages of the discussion regarding the Concurrent Supervision Framework.

• 9/29: Call with Special Projects Director (Kansas Sentencing Commission) to discuss engagement activities that the KSSC has planned and best methods of engagement with different groups of stakeholders.
• 9/29: Call with Secretary (Kansas Department for Aging and Disability Services) to introduce Secretary Howard to the KS JRI team and provide her with an update on the work that Stepping Up and the KCJRC are engaged in.
• 9/30: This meeting of the Research-Based Supervision Subcommittee discussed how the subcommittee could move forward with recommendations regarding communication and a more consistent approach to supervision between the state’s two probation agencies.
• 9/30: This was the third focus group with the directors of community corrections to discuss challenges facing the supervision system in the state and to elicit feedback on the topics being discussed by the supervision subcommittees.
• 9/30: This was the fourth focus group with the Directors of Community Corrections to discuss challenges facing the supervision system in the state and to elicit feedback on the topics being discussed by the supervision subcommittees.
• 9/30: Call with Chief CSO (17th Judicial District) to discuss the work of the Supervision Conditions Subcommittee and what specific conditions have been widely used in her district and why.
10/1: Call with Director (Riley County Community Corrections) to discuss the direction and challenges facing the Standard Conditions Subcommittee.

10/1: This meeting of the standard conditions of supervision subcommittee continued their discussion of the list of conditions that is currently in statute. This meeting included discussions of drug and alcohol testing, searches, and no contact among others.

10/7: Call with Director (Riley County Community Corrections) and Directions (Johnson County Department of Corrections) to discuss the project that Johnson County is engaged in with the Robina Institute.

10/12: This meeting of the Diversion Subcommittee included discussion of pre-filing diversion and the offenses that should and should not be included for eligibility for inclusion.

10/12: Call with Director (Riley County Community Corrections), Directions (Johnson County Department of Corrections), Senior Business Intelligence Analyst (Johnson County), Research Scholar (Robina Institute), Executive Director (Robina Institute), and Research Scholar (Robina Institute) to discuss the project between Johnson County and Robina Institute on how judges apply special conditions of probation.

10/13: This was the fourth meeting of the dual supervision subcommittee. This meeting saw the subcommittee agree to pursue a standard for communication between agencies for dual supervision cases.

10/13: Call with Director (Franklin County Community Corrections) and Director (Leavenworth Community Corrections) to discuss the challenges they are facing with supervision in their jurisdictions.

10/15: During this meeting of the Research-Based Supervision Subcommittee, concerns over the ability to track different forms of early discharge were discussed as well as how different approaches to supervision among the supervision agencies could impact a statewide early discharge policy.

10/15: This meeting of the standard conditions of supervision subcommittee continued their discussion of the list of conditions that is currently in statute. This meeting included a discussion of how to create a more consistent approach to fines and fees in the state.

10/18: This was the monthly meeting of the full KCJRC. During this meeting each subcommittee chair provided an update on the progress and topics the subcommittees were discussing.

10/19: Call with Judge (31st Judicial District) and Judge (19th Judicial District) to discuss judicial decision-making and the barriers that they anticipate from potential changes to supervision, as well as what strengths they see that are already in place and how they can support the work being done by the reform commission.

10/20: This was the fifth meeting of the dual supervision subcommittee. This meeting saw the subcommittee discuss an outline created by Hope Cooper of KDOC as a specific recommendation for communication guidelines.

10/20: Call with Judge (23rd Judicial District) to discuss judicial decision-making and the barriers that they anticipate from potential changes to supervision, as well as what strengths they see that are already in place and how they can support the work being done by the reform commission.

10/21: Call with Deputy Secretary of Juvenile and Adult Community-Based Services (KDOC) and Community Corrections Director (Kansas Department of Corrections) to discuss the work of the subcommittees, what they see as highlights for the legislative session, and their thoughts on the upcoming working groups that will be formed to assist with implementation.

10/21: The subcommittee continued their discussion of the standard conditions list and discussed the project that Johnson County is engaged in with the Robina Institute.

10/21: This meeting of the subcommittee included a presentation from Professor Portillo and Dr. Anderson on the Governor’s Commission on Racial Equity in Justice.

10/21: Call with Executive Director (Kansas Sentencing Commission) to discuss the work of the subcommittees, what he sees as highlights for the legislative session, and his thoughts on the upcoming working groups that will be formed to assist with implementation.

10/22: During this meeting, the Research-Based Supervision Subcommittee discussed recommendations to make to the full Commission including language concerning fines and fees, how to adjust current statute to allow a greater number of people to be eligible for early discharge, and how to set eligibility criteria.

10/27: Call with Secretary (KDOC) and Deputy Secretary of Juvenile and Adult Community-Based Services (KDOC) to discuss the work of the subcommittees, what they see as highlights for the legislative session, and their thoughts on the upcoming working groups that will be formed to assist with implementation.

10/27: Call with Chief Justice (Kansas Supreme Court), Special Counsel (Legislative and Governmental Affairs), Deputy Special Counsel to the Chief Justice, and General Counsel to Chief Justice to discuss the work of the Commission, the ongoing partnership between the CSG Justice Center, the Supreme Court and OJA, and finally the court’s areas or topics of interest in the upcoming legislative session.

10/28: This was the sixth meeting of the Dual Supervision Subcommittee. During this meeting, the subcommittee discussed their final recommendations.

10/28: Call with Director of Regulatory Affairs (Office of the Governor) and Deputy Director of Governmental Affairs (Office of the Governor) to discuss the Commission’s efforts, ongoing partnership with the Governor’s Office, and the priorities and topics of interest in the upcoming legislative session.

10/29: During this meeting, the Research-Based Supervision Subcommittee discussed the final set of recommendations to be sent to the full Commission for consideration.

10/29: This meeting of the Diversion Subcommittee was to discuss the final report to be sent to the full Commission.

10/29: This meeting of the Standard Conditions of Supervision Subcommittee was convened to discuss the final list of recommendations to be sent to the full Commission.
