Priority Area 1: Engage and educate Kansas stakeholders on Justice Reinvestment policies and legislation to promote oversight and sustainability.
Update: The KCJRC submitted their final report to the 2022 Kansas Legislature with 23 formal recommendations. Members of the KCJRC are working with the Kansas Legislative Services Division to translate appropriate recommendations into draft legislation for the 2022 legislative session.
Priority Area 2: Assist Kansas with monitoring progress, collecting data, and tracking outcomes associated with JRI policies.
Update: No updates in December.

Priority Area 3: Improve the community supervision system by creating efficiencies, consistency, coordination, and collaboration between OJA, KDOC, and Community Corrections entities.
Update: In December, CSG Justice Center staff met with stakeholders in Kansas to ensure support for the community supervision-related recommendations made by the KCJRC.

Priority Area 4: Implement standardized general conditions of supervision and utilize a risk, need, responsivity (RNR) framework to select special conditions of supervision.
Update: In December, CSG Justice Center staff met with stakeholders in Kansas to ensure support for the community supervision-related recommendations made by the KCJRC.

Priority Area 5: Engage with KDOC and KDADS to improve reentry and behavioral health services for people in the criminal justice system.

Update: In December, KDOC encountered a situation where a person on parole was arrested for murder, which raised public concerns about the number of people on parole in Sedgwick County. CSG Justice Center staff worked with KDOC to monitor any potential impact on reentry efforts in Kansas.

New Insights:
• The city of Wichita experienced a random deadly stabbing by a person on parole, which put a spotlight on violent crime committed by people with previous criminal justice system involvement. This incident continued a trend of policymakers in Kansas learning about specific incidents and wondering whether there should be a greater emphasis on addressing violent crime-related challenges as opposed to issues related to addiction, which have been a focus of the KCJRC. As Kansas works to improve community supervision effectiveness, CSG Justice Center staff will have to find ways to help put random violent crime into context so that the state can consider ways to address the issue without reverting to the “tough on crime” mindset that typically follows high profile instances of violent crime.
