Priority Area 1: Engage and educate Kansas stakeholders on Justice Reinvestment policies and legislation to promote oversight and sustainability.
Update: The KCJRC concluded their work in November. They had two voting sessions, November 15 and November 22, where the full Commission considered the recommendations put forward from each of the subcommittees. After thorough discussion, the Commission unanimously passed all recommendations, and the final report will be published in December for the legislature to consider in the upcoming 2022 session. Additionally, in November, CSG Justice Center staff met with OJA to discuss recommendations and the start of a judicial engagement plan for 2022.
Priority Area 2: Assist Kansas with monitoring progress, collecting data, and tracking outcomes associated with JRI policies.
Update: In November, the Kansas Sentencing Commission met and discussed the modification of pre-sentence investigation and journal entry forms to align with KCJRC recommendations and allow for easier data tracking.
Priority Area 3: Improve the community supervision system by creating efficiencies, consistency, coordination, and collaboration between OJA, KDOC, and Community Corrections entities.
Update: In November, the KCJRC unanimously voted to approve recommendations made by the research-based incentives subcommittee and the dual supervision subcommittee to consolidate the supervision of people who have multiple supervision terms, create standards for communication in dual supervision cases, expand eligibility of early discharge, require supervision agencies to utilize the 4:1 behavior management system, and collaborate on an incentive and sanction structure.
Priority Area 4: Implement standardized general conditions of supervision and utilize a risk, need, responsivity (RNR) framework to select special conditions of supervision.
Update: In November, the KCJRC unanimously voted to approve the recommendation to create 10 standardized general conditions of supervision.
Priority Area 5: Engage with KDOC and KDADS to improve reentry and behavioral health services for people in the criminal justice system.
Update: In November, the KCJRC unanimously voted to expand compassionate release, create a statewide co-responder advisory board, and expand training for law enforcement, probation officers, parole officers, and licensed mental health professionals to include crisis intervention training, diversity training, and de-escalation training. Additionally, CSG Justice Center staff met with KDADS to discuss the implementation of 2020 KCJRC recommendations and the support of KDADS for 2021 KCJRC recommendations.
New Insights:
• There has been a staffing change in Kansas as the senior policy analyst has left the CSG Justice Center for a new position. Program Director will be taking over state lead duties in Kansas.
• The Kansas Department of Corrections (KDOC) has been encountering a staffing crisis within facilities. Additionally, there has been high turnover with parole officers due to an increase in pay for court services officers as officers leave KDOC for court services. In November, Governor Kelly approved pay increases for KDOC to improve the retention of staff.
• There has been increased tension between community corrections agencies and KDOC after KDOC did not include a funding increase for community corrections agencies in their budget submitted to the governor.
