How do you anticipate that the requested assistance will address the problems?
Recent national events have highlighted the importance of strong, collaborative relationships between law enforcement and the communities they serve. Public protests in some jurisdictions have revealed the need to improve in those communities the trust and accountability between police and the public. The national dialogue about these issues also has revealed that in many jurisdictions law enforcement agencies have implemented sound and promising best practices, including using body-worn cameras, which have resulted in effective community policing.
“Body-worn cameras represent one new form of technology that is significantly affecting the field of policing” (vii). Law enforcement agencies across the country and worldwide are using body-worn cameras as a promising tool to improve law enforcement interactions with the public. Evidence indicates that the presence of body-worn cameras help strengthen accountability and transparency, and can assist in de-escalating conflicts, resulting in more constructive encounters between the police and members of the community. Body-worn cameras provide a visual and audio record of interactions. Preliminary research based on studies of multiple implementations and scenarios shows that departments deploying body-worn cameras receive fewer public complaints and file fewer use-of-force reports, “and that officers and civilians both act in a more positive manner when they’re aware a camera is present” (5-6). The goal of this project is to provide the leadership, guidance, and resources necessary to assist state, local and tribal law enforcement to implement a body-worn camera program.
