The NCJA project team reviewed the 2018 Strategic Plan submitted by the Delaware SAA. This plan was submitted in the year prior to the new strategic planning requirement mandated by the Justice for All Reauthorization Act for 2019 applications.
Plan Strengths:
The plan clearly outlines the stakeholders and includes a wide range of stakeholders at the table. The plan notes a strategic planning session with their council where stakeholders participated in the planning of funding priorities. The plan clearly outlines the process for subgrantees to receive funds and how these subgrantees will be monitored and required to submit measurable data regularly. There is a clear plan to monitor the funds and programs regularly. The plan includes a great amount of information regarding how the funds will be spent.
Plan Opportunities:
1) Although the stakeholders include a variety of people and have a set strategic planning session, it wasn’t clear how the stakeholders decided upon priorities.
2) There is room to include more baseline data tied to the priorities set forth.
3) SMART goals are required of subgrantees but were not included in the plan. More detail on this could be provided.
4) Timelines were addressed with funding requests annually for 3-year programs; however, it could be clearer about how outcomes should be met within certain timeframes.
5) Barriers and changing circumstances were not discussed

This review serves as a baseline prior to new reporting requirements implemented with the 2019 Byrne JAG applications. Review of the plan and notes related to strengths, weaknesses and opportunities.
