The Prosecuting Attorney's Association of Michigan requested training on the socioeconomic, geographic, psychological, and other contributing factors that cause the formation of criminal gangs or impact an individual’s choice to join criminal gangs. BJA NTTAC referred this request to the Institute for Intergovernmental Research.

Description of the Problem

The Prosecuting Attorneys Association of Michigan (PAAM) is a voluntary association of the eighty-three county prosecutors in Michigan, along with the Michigan Attorney General, and the U.S. Attorneys serving in Michigan. PAAM is a non-profit, tax exempt 501c(3) entity. PAAM’s mission is to continually educate and support Michigan’s prosecutors and their staff through training, legal update materials, and other information. To that end, PAAM is organized into multiple different training units to provide specialized assistance. The PAAM Victim Services Training Unit is making this request to have the BJA NTTAC offer a comprehensive two-day training about criminal gangs with the goal of equipping attendees with specialized knowledge increase our prosecutors’ and victim advocates’ ability to serve victims of criminal gang activity.

How do you anticipate that the requested assistance will address the problems?
Prosecutors and victim advocates would gain an understanding of this particularized area of criminal activity. Armed with that knowledge and with the strategies and insights from presenters, prosecutors and victim advocates could better serve the needs of victims of criminal gangs. Prosecutors and victim advocates would have an enhanced ability to help victims navigate the criminal justice system and refer victims to appropriate services. Ultimately, this training event would serve to combat victimization.

I have a letter in support of this training request from our President. I can send that along whenever you deem it appropriate. I am also including a couple of relevant web-links to highlight a couple of news-stories that highlight the issue. The more specialized training and information our prosecutors and victim advocates obtain, the better equipped they will be to assist crime victims.

We would like to host this training opportunity in August of 2020. We will be able to partner with BJA NTTAC and support this training by creating, maintaining and promoting the event sign up, likely secure hotel accommodations for attendees who need them. We could work to provide BJA NTTAC presenters with hotel accommodations as well. We could secure the meeting space and provide the technical presentation equipment necessary to offer such a training. We may be able to offer meals to attendees and presenters. There may be other ways PAAM can support this training request. Thank you for your consideration. I look forward to hearing from you.
