The Chicopee, Massachusetts Police Department requested use of force training. Command Presence was selected to fulfill the request and provided two one-day “Decision Making: Foundations of Reasonable Force” trainings to 88 members of Chicopee PD on October 21-22, 2019 in Chicopee, Massachusetts.
Like many local law enforcement agencies, we are currently dealing with a large turnover. We have lost nearly 30 officers to retirement in the last year and a half. Therefore, over a third of our 140 officer department has less than two years on the job, including nearly our entire midnight shift. This is concerning for me as a full-time trainer, as well as, our Chief. We have concerns regarding our very young and inexperienced police force and their ability to work through situations, make sound decisions, and problem solve. The greatest concern for any department is an officer’s decision to use deadly force, or any force for that matter. We recently had an officer involved shooting in December, and last year we had two potential “suicide by cop” situations which thankfully were resolved without the use of deadly force. We would like more training for our officers on using good judgement and making sound decisions so they can confidently survive a use of force situation physically, legally, and societally.
With this increase in hiring, we have recently doubled our compliment of field training officers to sixteen. Each has attended a 40 hour basic course; however, we currently have six officers in the academy now and are in the process of hiring 11 more for the next academy. We want to provide our FTO’s with as much training as possible so they can adequately prepare the new officers during field training.
