The NCJA hosted this regional training as part of the NCJA Strategic Planning Training and Technical Assistance (TTA) Program. The purpose of this training was to provide SAAs with hands-on TTA on the elements of effective strategic planning, data analysis for policy and program evaluation, implementation of evidence-based practices, and coordination with other components of the criminal and juvenile justice system in order to meet the FY2019 requirement of a comprehensive statewide strategic plan as detailed in the Justice for All Reauthorization Act (JFARA). The NCJA hosted this regional training in partnership with
with the National Governors Association (NGA), the National Association of Counties (NACo), and SEARCH in Minneapolis, Minnesota on September 24 and 25, 2018.

Participants at the Minneapolis regional training included 23 SAAs representing 17 different states and territories. During this training, participants learned about the 9 steps of strategic planning, including identifying needs, engaging stakeholders, use of data to drive decision making, peer networking, resource management and budgeting, implementation of evidence-based practices, defining outcome measures, and program evaluation and adaptation. In addition, trainers gave presentations on the use of planning tools such as the Sequential Intercept Model to help identify system gaps, reviewing a program’s strengths, weaknesses, opportunities and threats by conducting a SWOT analysis and developing objectives using the S.M.A.R.T. method, an acronym which encourages specific, measurable, attainable, relevant and time bound goal setting.

This was the third event in a series of regional trainings, with the same goal of providing attendees with the skills to develop a comprehensive statewide strategic plan, acquire and utilize the data necessary to support their funding decisions, evaluate and implement effective programming and engage a diverse range of justice system stakeholders in the planning process. This desired outcome was measured using post-training surveys inquiring about the ability of the training to meet individual needs and increase knowledge of strategic planning, criminal justice program and policy, grant administration, budget development and management, and staff oversight. Of the 23 participants, 20 completed evaluation surveys following the training. Evaluation survey results show that 85 percent of participants ranked their understanding of strategic planning as “excellent” or “very good” after completing the course, compared to only 45 percent prior to the training. In addition, 81 percent of all participants ranked content (organization, complexity and use of time) as either “excellent” or “very good”. Finally, 90 percent of participants ranked the trainers as “excellent” or “very good” for their knowledge of topics, responsiveness to the group, and ability to relate training to practice and teaching strategies.
