Tremonton-Garland noted that they are seeing an increase in school shooting or attack threats, particularly around school breaks or long weekends. They believe it’s kids playing pranks to try to have longer breaks. They also note a complacency in school staff around safety, such as students consistently having knives on them, rifles in their vehicles, and doors unlocked and accessible. The Chief believes its mainly due to the “it can’t happen here” mentality and the prevalence of farming families in the area.

Workshop participants will participate in practical exercises to enhance their ability to interpret complex bloodstain patterns deposited on fabrics, textiles and clothing. This will be accomplished by the participant’s dripping, splashing and transfering liquid blood onto fabrics, textiles, and clothing and observing the macroscopic and microscopic interaction of the blood with the substrate. Workshop participants will also learn to evaluate bloodstain evidence from digital files by working on cases provided in a digital format.

JSS VCR-related library contains articles on topics such as, problem-oriented policing, hotspot policing, and various technologies to assist with these strategies. Information about license plate readers (LPRs), real time crime centers (RTCC), gunshot detection systems, and digital forensic software has been collated and added to the library. Research is shared directly with grantees via experts or indirectly through the TTA meetings and webinars.

JSS staff reviews materials and works to continuously disseminate information and links to the Violent Crime Reduction Operations Guide (VCROG).
JSS also works with the grantees to get started on the VCROG, with 33 total VCROG assessment accounts made for grantees (1 per grant site), and eight additional accounts made in this reporting period.

JSS continues to explore and to document digital evidence management integration of BWC footage for use in law enforcement operations, including investigations. This effort is informed by and supports the work of Category 3 grantees.

JSS is developing field-ready training curricula for BWC implementation, and documenting how law enforcement agencies are using BWC footage in training of recruits and for in-service training. This effort is informed by and supports Category 5 Demonstration grantees.
