Other- Crime Analysis for Law Enforcement Executives - Training for our command/executive staff on how to effectively utilize analytical products to understand and respond to changing community needs (IADLEST)
The Tucson Police Department (TPD) is seeking training and technical assistance with an ongoing CompStat development project. The TPD is struggling with limited analytical capabilities in terms of both educated, trained professional staff and in software/hardware/technical limitations. We are developing a plan for a CompStat 2.0-type model that incorporates metrics related to external effectiveness (e.g., crime data, quality of life issues, traffic safety, community feedback), internal effectiveness (e.g., staffing, performance, training & development, employee wellness) and legitimacy and transparency (e.g., use of force, complaints and allegations, procedural justice [internal/external]), and that will eventually feature predictive analytical capabilities.
We are intending to redesign our current analyst job descriptions and roles, moving to a distributed analyst model with analysts embedded within various functional police divisions (patrol and investigations) and supporting the respective command elements with understanding the nature of the issues that they face, assisting with developing strategies to address the issues, and measuring performance. A central CompStat office will be the clearing house for statistical data, will provide a city-wide look at crime and other metrics, and will guide and support CompStat meetings. Identified "treatments" for developing issues will incorporate community feedback, NGOs and non-law-enforcement services, as well as police interventions, as appropriate.
