The Maryland Office of the Public Defender requested technical assistance to improve upon its existing strategic plan. In 2011 the Office received support from BJA NTTAC, with Indiggo Associates providing technical assistance in establishing an agency mission/vision, core values, and a strategic plan. In the six years that have elapsed since the initial support, there has been significant turnover in personnel, as well as a number of leadership changes, so the Office was looking to revisit its strategic plan. BJA determined that it did not have the current resources to support this request but referred the requestor to a forthcoming FY18 solicitation focused on strategic planning for public defense.
In 2011, OPD established a five-year strategic plan that effectively engaged, united, and guided the agency’s work. Since then, gaps have been identified, a large percentage of new leadership has joined the agency, and new challenges and increased needs have developed. As a result, the time is ripe for OPD to take stock of its accomplishments and lessons learned, identify key issues and opportunities in the current environment, define priority focus areas and high-level plans, and develop a tangible near-term vision for the next three years.

By submitting this application to BJA NTTAC, I understand that upon approval of this application for TTA, the requestor agrees to keep BJA NTTAC informed of any circumstances that may impact the delivery of the TTA, including changes in the date of the event, event cancellation, or difficulties communicating with the assigned TTA provider.
