The Lane County Department of Parole & Probation requested assistance to revise its policies and procedures to align with their systems change to incorporate evidence-based practices (EBPs) into every aspect of their work with clients. The Carey Group was selected to fulfill the request and provided review, editing, and layout of the nine evidence-based policies. The Carey Group delivered the final revised policies to Lane County in January 2017.

Description of the Problem

Parole & Probation (P&P) in Lane County, Oregon is requesting technical assistance to revise its Policies and Procedures to align with their systems change to incorporate evidence-based practices (EBPs) into every aspect of their work with their clients. In Oregon, counties provide supervision and services for offenders who have committed felonies and are returning from imprisonment in state Department of Corrections facilities or are sentenced directly to probation. We are requesting that this technical assistance begin approximately 60 days after submission of our TA Request and allow 6 month from the time of the agreement between NTTAC and the TA provider to complete the work. The Lane County Probation Policy Manual currently has four chapters, 15 subjects, and an estimated total of 100 policies within the subjects. We are requesting technical assistance support from NTTAC to continue and complete this project. The technical assistance provider would review, research, write, format, and edit 14 additional polices that have an evidence based research foundation. The provider also will review, edit, and lay out the 77 non‐research related policies that Lane County staff will rewrite along with the nine policies that were completed in the first stage of the project. The final package of policies will be a total of 100 policies that will be edited, formatted, and sent electronically to Lane County P&P. This work will complete the final 4 policies with an evidence based research foundation.
