Description of the Problem

The Louisiana Department of Public Safety and Corrections through the Louisiana Co-occurring Disorders Integrated Treatment and Reentry Program (SCA 2014-RW-BX-0004) would like to request TTA from Dr. Faye Taxman at the Center for Advancing Correctional Excellence (ACE!) at George Mason University to complete a Jurisdictional Assessment. The Louisiana Co-occurring Program has been receiving direct technical assistance from the ACE! to implement the RNR Simulation Tool as part of our program. The RNR Simulation Tool: Assess an Individual has assisted our program in in determining what forms of programming will be most effective in reducing recidivism and improving reentry outcomes. The next step in improving both offender and system-level outcomes is to assess our jurisdiction in order to identify service provision gaps and more effectively guide resource allocation.

We have received technical assistance from CSG since January 2016. We have also received on-site technical assistance from George Mason's Center for Advancing Corrections Excellence in order to implement the RNR Simulation Tool as part of our Co-occurring Disorders Integrated Treatment and Reentry Program.

We have use the assistance to inform our program implementation and quality assurance.

How do you anticipate that the requested assistance will address the problems?
Anecdotally, the Louisiana Department of Public Safety and Corrections is aware of service provision gaps at the community level, however it has been challenging to quantify this. TA from Dr. Taxman will allow us to successfully complete the Justification Assessment of the RNR Simulation Tool. By have a clearer understanding of the distribution of programming needed within our jurisdiction through a Jurisdictional Assessment, we will us this information to improve responsivity at a systems level.

The Louisiana Department of Public Safety and Corrections is currently rolling out the Louisiana Prisoner Reentry Initiative (LA-PRI) in order to enhance public safety by implementing a seamless plan of services and supervision developed with each offender—delivered through state and local collaboration—from the time of their incarceration through their transition, reintegration, and aftercare in the community. As part of LA-PRI, we are working with existing reentry coalitions to form local Implementation Steering Teams required within the Framework to: complete community assessments of assets, barriers and gaps; engage the local human service delivery network for individual based ReEntry Accountability Plans (ReAPs); further develop and sustain human services funding; and to provide public education. This information will be shared with our reentry partners and stakeholder, specifically the New Orleans Reentry Work Group and the Capital Area ReEntry Coalition, as well as policy makers at the state and local level.
