The Tennessee Administrative Office of the Courts (TAOC) requested technical assistance in drafting a comprehensive report of recommendations and education for state legislators on best practices for indigent legal representation services. The Sixth Amendment Center was selected to fulfill the request and delivered the final comprehensive report to the TAOC in April 2017. The Sixth Amendment Center continued to provide support to TAOC through August 30, 2017.
The Tennessee Administrative Office of the Courts (AOC) is requesting technical assistance to aid in the report writing and education of the legislative members.

In addition to drafting the report, the results and recommendations will need to be presented to the state legislators. Assistance is required from someone well-versed in indigent representation that has experience in presenting to/educating legislative bodies. This is important because, in some instances, legislative members may not have direct knowledge of an indigent representation system. The state legislature will need to be thoroughly educated on how the recommendations can be implemented in the most cost-effective, efficient manner while still providing the best level of service to the recipients.
David Carroll is skilled in both these needs and will be crucial in delivering the message of the IRTF. The task force members do not have the experience Mr. Carroll possesses in report writing and education of legislators, and as such, his assistance is vital to the success of the IRTF.

- General information regarding the request for TTA services, i.e., the who, what, where, when, and why.
- The organizational and/or community needs specific to the request for TTA services.
- The benefits or anticipated outcomes from the receipt of TTA services.
