In May 2013, the Bureau of Justice (BJA), in partnership with the CNA Corporation, developed Managing Large-Scale Security Events: A Planning Primer for Local Law Enforcement Agencies (Planning Primer) to help guide local governments as they prepare for large-scale security events. The Planning Primer highlights best practices and lessons learned related to law enforcement security planning and operations, specifically pre-event planning, core event operations, and post-event activities during the 2012 Republican National Convention in Tampa, Florida and the 2012 Democratic National Convention in Charlotte, North Carolina. BJA seeks to update the Planning Primer based on the planning of the 2016 Republican National Convention in Cleveland, Ohio on July 18 – 21, 2016 and the 2016 Democratic National Convention in Philadelphia, Pennsylvania on July 25 – 28, 2016.
