The goal of this project is to assist Alabama stakeholders with development of services specifications to share information between criminal justice and mental health agencies. Assistance may include capabilities discovery and modeling, GFIPM research, and SSP development.Activities to be achieved include:
• Assisting Alabama with user acceptance testing for the ASSURE portal
• Developing a replication schedule for the different databases accessed via the ASSURE portal
• Developing “splash screen” language that reflects ASSURE privacy policy that users will see when they log on the ASSURE portal
• Assisting in developing trustmarks for external (non-state agency personnel) users of the ASSURE portal
• Developing additional service specification packages for the sharing of probation data
• Creating NIEM extension schema for DOC intake and classification data
• Periodically briefing executive sponsors on progress being made in implementing the ASSURE portal
JANUARY-JUNE 2016 PROGRESS UPDATE: Staff participated six status update meetings with representatives from the Alabama Department of Mental Health (ADMH), Alabama Department of Corrections (ADOC), Alabama Department of Mental Health (ADMH), Alabama Board of Pardons and Paroles (ABPP), Georgia Tech Research Institute (GTRI) and the University of Alabama's Center for Advanced Public Safety (CAPS). Staff provided information about the implications of using fuzzy matching criteria when conduction federated queries involving protected health information (PHI) to Ernie deVenecia, ASSURE Project Manager. Staff participated in a demonstration (via conference call) of the ASSURE user registration portal along with with representatives from the Alabama Department of Mental Health (ADMH), Georgia Tech Research Institute (GTRI) and University of Alabama's Center for Advanced Public Safety and the ADMH project manager. Staff reviewed SSPs and provided the ASSURE POC with the most recent SSPs via google drive. Also, staff met with project stakeholders to gather a project status, which is the following: · The services have now been tested and deployed on production systems within ADOC and ADMH and federated query results are being returned through the portal. · The ASSURE portal is able to check the consent registry in order to determine whether or not to allow subjects and specific databases to be queried. · Active Directory User Groups have been created to allow for account creation within ABPP, ADOC and ADMH and authentication testing has shown that all of the connections work to allow their users access to the portal. · The system to create accounts for external users from community mental health centers and stand-alone substance abuse treatment providers has been created and the portal is able to accept GFIPM credentials from this system for user authentication and access control. Staff attended ASSURE Advisory Board Meeting and prepared meeting minutes. Topics discussed at the meeting included: identification of pilot sites for user acceptance testing; Business Associates Agreement between the Alabama Department of Mental Health and community based mental health and substance abuse treatment providers; trustmark implementation; addition of substance abuse treatment information to the ASSURE portal; and plans for system sustainability.

JULY-DECEMBER 2015 PROGRESS UPDATE: Staff worked continuously on the ASSURE Portal Project providing technical assistance in areas related to the adoption and use of national standards and governance. SEARCH staff worked with the stakeholders to discuss and identify key elements of the governance agreement including privacy policies and finalizing data elements to make available on the portal. Staff worked with the ASSURE development team (CAPS) to develop GRA connector/adapter components to access data on the systems and created service specifications for the CAPS developers.
