STRENGTHENING THE FOUNDATION OF A TRIBAL COURT: A WEB-BASED COURSE FOR TRIBAL COURT ADMINISTRATORS (TCAW)
A strong foundation is an essential part of a successfully operating tribal court. This course is designed to enhance the ability of court administrators to evaluate the performance of their court and develop a strategic plan to address the areas of improvement. This course aims to strengthen the court by identifying authoritative guidelines and demonstrating examples on how to create a court rule, administrative order, internal policy, and/or a court clerk’s manual to improve their court. Court administrators will enhance their skills as a supervisor by observing a step-by-step case file audit walkthrough of a civil case. After this course, participants will be able to describe the essential functions of the court administrator when assessing the tribal court; discuss the recommended foundation needed to provide quality judicial service to internal and external court customers; identify practical tools to assess your tribal court’s performance; list areas of enhancement to improve judicial service to court customers; develop a strategic plan to advance your tribal court’s foundation and performance; identify authoritative guidelines that can exist in a tribal court; discuss the importance of developing internal controls; explain the components of appropriate policy and procedure development; distinguish the differences between a policy and procedure; recognize when an identified need should be addressed by creating a policy or procedure; demonstrate an example of how to create a court rule, an administrative order, an internal policy, and a court clerk’s manual; describe how to properly manage a court employee’s work product; recognize the need for courts to enhance their ability to provide a fair and efficient adjudication and disposition of cases; discuss how auditing and evaluating a case supports case-flow management; identify necessary elements a case file must contain to ensure due process is provided; and develop an internal policy for case audits. Court administrators at all levels of expertise are invited to attend this course
